The Assistant Director of Facilities is responsible for the overall design and planning for capital projects including new construction, renovation, and maintenance of the district's facilities along with administration and management of the Design/Planning Section. This position works in conjunction with Maintenance, Plant Operations, and both School and District Administration. This position will also work closely and in conjunction with the Department of Minority/Women Business Department.

Qualifications

Bachelor?s degree in architecture, engineering, project management, or related fields required. Professional registration or licensure is preferred.

Eight (8) years of planning, design, construction and/or facilities management experience.

Four (4) years of administrative, and/or project management experience in managing multiple design and construction projects.

Working knowledge of maintenance, repair, and construction activities.

Strong oral and written communication skills are required.

Proficiency with AutoCAD, BIM, and construction management software.

Familiarity with building code requirements.

Vision acuity corrects to 20/20 and accurate hearing/listening skills required.

Essential Job Functions

Guides school construction and major maintenance projects from inception through construction.

Supervises design and engineering staff.

Conducts planning and design meetings with district administrators and educational staff.

Interfaces with outside design consultants, construction contractors and maintenance staff.

Coordinates with department construction staff and contractors.

Provides guidance to staff and consultants during design to ensure successful completion of projects.

Reviews and evaluates building condition and recommends projects for inclusion in the District?s Capital Plan.

Assists in preparation of the multi-year capital plan budget document with input from various stakeholders.

Prepares project schedules, cost estimates and establishes design guidelines for capital projects.

Oversees and manages the RFP/RFQ processes for procurement of consulting services.

Reviews A/E consultant proposals and makes recommendations to the Board.

Develops and updates design standards, metrics, and tools to improve project development and process.

Ensures construction contract document compliance with district standards.

Coordinates with the EBE office to establish participation goals.

Utilizes facility asset management and project management software packages.

Manages staff and contractors to ensure compliance with required life safety inspections.

Communicates with district Operations and Maintenance departments to recommend system and material selections.

Coordinates, obtains information and data to be placed into the monthly legislative Board tabs, and works with the Director of Facilities to provide responses to Board agenda reviews.?

Coordinates inspection of Charter Schools and review of Charter School applications.

Prepares and disseminates regular and special reports on status of projects.

Represents the Facilities Department at meetings as required.

Represents the Facilities Department on cross-functional teams.

Any and all duties as assigned by either the Chief Operations Officer or the Director of Facilities.

Additional Job Information

This position is moderately sedentary in nature. Employee will be required to operate computer system for data entry, and have the ability to complete necessary paperwork. This position requires moderately physical effort and may be typically subjected to Occupational Health and Safety risks.

1. Indoors in busy office, working in close proximity to co-workers.

2. Frequently required to work at a fast pace, under consistent short deadlines.

3. Requires considerable concentration and creativity.

4. Subject to stress caused by a changing environment, diversity in the organization, tight deadlines and workload.

5. Considerable amount of phone, e-mail and written correspondence activity.

6. Presence at off-site meetings and at active construction sites will be required.

7. Must maintain a valid Commonwealth of Pennsylvania driver?s license and must maintain a dependable vehicle, including appropriate proof of automobile insurance.
