Overview

Cognito Systems, a Planned Systems International (PSI) joint venture, is seeking a skilled Sr. Information Technology Specialist. The purpose of this overall project is to provide centralized credentialing and privileging services and support to the United States Army Reserve (USAR) Command with initial entry credentialing, maintenance of credentialing and privileging, and support the Centralized Credentials Privileging Board’s review of completed credentials and privileging files.

Essential Functions and Job Responsibilities

A Senior Information Technology Specialist who will function as the Software Application Manager. The applicant will perform the following duties and responsibilities:

  • Independently apply knowledge of computer science principles, information management principles, automated data processing (ADP) functions, hardware and software systems’ structures and operation, and computer programming languages and techniques to solve automation problems
  • Interface with and use minicomputer and mainframe computer systems in addressing project objectives
  • Independently identify and use standard, unconventional and original mathematical, algorithmic, and programmatically approaches to define, plan, organize, design, refresh/modify, test, and integrate data base or data processing systems, computer hardware systems and simulation models
  • Formulate architectural design, functional specifications, interfaces and documentation of hardware or software systems considering system interrelationships, operating modes and software or equipment configurations
  • Research unconventional applications of software and operating systems in designing and developing new methodologies, significant modifications or adaptations of standardized techniques
  • Responsible for developing project plans, guidelines, and controls; and may act as team or project leader, supervising and advising with respect to the work of other computer specialists, scientists, or technicians.
  • Coordinate IT activities and report directly to multiple levels of leadership, including the APMC Commander, the Chief of the Credentialing Branch), the PM, the DPM, etc.

Minimum Requirements

  • Bachelor or postgraduate degree in computer science, information

    systems management, mathematics, operations research, statistics, or engineering from an accredited college or university or, eight (8) years of combined education (at the undergraduate level in any academic field) and experience

  • Experience, and / or the ability to develop marketing materials for the Credentialing Division and business process plans / improvements using software tools.
  • Experience and / or the ability to support interface requirements involving internal and external data bases for major DOD programs / activities
  • Experience with Federal Government systems and requirements for maintaining access to these systems.
  • Possess an Information Assurance Technical (IAT) Level II certification as well as achieve and maintain certification in all applications utilized in the computing environment (if certification is available).
  • Proficient with Microsoft Office software, to include, but not limited to Word, PowerPoint, Excel, Outlook, etc.
  • Excellent verbal and written communication skills, including excellent customer relationship skill sets that can interact with all government stakeholders and corporate leadership

Desired Qualifications

  • Experience in Quality Assurance preferred.
  • Experience in the DOD credentials process preferred
