PSI is seeking an experienced Senior Business Subject Matter Specialist to lead our DOT Business Relationship Management team , and work on a cross functional/cross contractual team providing business analytic support relating to a government contract involving support services to a federal government agency’s IT office. The successful candidate will support the contract team in performing business analysis, providing recommendations for business improvements, and coordinating with customers on requirements for the customer. Act as the consulting liaison between OCIO and the Modes to identify and develop IT requirements and business needs; update Modes on OCIO projects/services and the impact on evolving DOT enterprise architecture and supporting systems; manage all aspects of project intake to include Level of Effort (LOE) development; and track, maintain, and report to the OCIO all customer questions, concerns, risks, challenges, issues, and project status. Overall responsible to provide customer service, maintain continuous and open communication between the customer, OCIO, and the Contract team on all service and support issues
Plans and carries out assignments, interprets policies, procedures, and regulations, and resolving most problems that occur.

Minimum Requirements:
- Provides business and or technical knowledge and analysis of specialized solutions and operational environments, high-level functional systems analysis, design, integration, documentation and implementation advice on exceptionally complex problems that need extensive knowledge of the subject matter for effective implementation.
- Participates as needed in all phases of solution development with emphasis on the planning, analysis, testing, integration, documentation, and presentation phases.
- Assists in the planning, design, and implementation of communications products.
- Provides guidance and training to individuals.

- The Senior Business Subject Matter Specialist serves primarily as Business Relationship Managers to the Owner Agents through escalation and communication of operational issues and by gathering and organizing user and infrastructure requirements to support the Owner Agents' missions
- Acting as a strategic advisor and liaison between OCIO and Operating Agency business owners
- Advising DOT and its customers on issues within the Information Systems and Telecommunications arenas and the impact on existing or evolving DOT enterprise architecture and supporting systems
- The team is also tasked with assisting in developmental plans for future IT needs in support of mission
- Experience also includes:
- Act as a strategic advisor and liaison between OCIO and Operating Agency business owners
- Advise DOT and its customers on issues within the Information Systems and Telecommunications arenas and the impact on existing or evolving DOT enterprise architecture and supporting systems
- Monitor and facilitate customer projects that involve implementing Information and Telecommunications Systems solutions to meet the demands of the customer
- Develop strategies, plans, and processes to effectively manage and track customer requirements, daily systems outages, and/or service interruptions
- Analyzes operational requirements and recommends appropriate solutions and resources
- Solicits feedback and recommends design improvements and upgrades
- Use technical knowledge and operational experience to work with customers to clarify requirements
- Maintain solid customer relationships by handling questions and concerns with speed and professionalism
- Conducts interviews with customers and agency technical representatives to plan, conduct, and implement business processes and projects related to information systems applications development
- Participates in DOT reviews, and agency meetings to assist in presenting information and advice on IT and telecommunications projects.
Additional Desired Qualifications:
- A Bachelor’s degree (Degree may be substituted with 4 additional years of related experience.)
- A Bachelor’s degree is preferred
- Must have a minimum of 7 years of experience in an Enterprise IT Environment, performing business analysis, providing recommendations for business improvements, and coordinating with customers on requirements and business services
- Demonstrated experience with document editing tools such as MS Office software, screen capture software, graphics packages, VISIO, etc.
- Demonstrated experience with industry documentation standards
- Ability to communicate effectively with both technical and non-technical user
- Ability to mentor less experienced team members
- Detail oriented with strong analytical and organizational skills
- Excellent verbal and written communication as well as presentation skills.
- Ability to work overtime required on occasion.
- Typical office environment. Ability to sit and stand for extended periods of time; ability to lift 5-20 lbs.
