JOB SUMMARY

The Deputy Director of Permanent Supportive Housing (DDPSH) is responsible for the quality and consistency in operations and services across the portfolio and serves as a key partner working alongside the Chief Supportive Housing Officer as the department implements a new building model, supports to the Senior Permanent Supportive Housing Directors (SPSHD) by providing leadership and vision to their assigned onsite permanent supportive housing (PSH) teams, and assists in the effective implementation of newly established policies, procedures, and programmatic changes.  The successful incumbent will support the Chief Supportive Housing Officer in ensuring the overall development, integration, and implementation of PSH programs, set standards for high quality program delivery and excellent levels of tenants' services, program success, and fiscal management that are aligned with Plymouth core values and supports all PSH employees in their work by ensuring they have the resources needed and consistently fosters a culture of learning, sharing best practices and on-going feedback at all levels for continuous improvements.

This is a regular, full-time benefitted position.

 

 

ESSENTIAL JOB FUNCTIONS

Leadership and Teamwork

  • Develops and operationalizes quality PSH strategy working closely with the Chief of Supportive Housing
  • Provides leadership and support to PSH teams through support to SPSHDs.
  • Supports the CSHO in building collaborative teams for shared learning and problem solving, including among the SPSHD’s and Site Directors, models effective change management practices.
  • Practices a cooperative work approach and promotes a collaborative culture among staff and co-workers.
  • Integrates behavioral health services across the portfolio in collaboration with the Behavioral Health team
  • Attends Labor Management Committee (LMC) meetings and negotiations.
  • Identifies service gaps and develops program and policy options for addressing unmet needs.
  • Promotes consistency of practice, innovative problem solving, and organizational learning by updating or developing policies and service standards, and maintaining up-to-date operations manuals.
  • Promotes on-going training and support around PSH best practices.
  • Establishes metrics or processes to monitor and ensure the delivery of quality services; use data for decision making.
  • Coordinates with Risk Management, safety team and the PSH Directors to ensure that the safety plans and procedures.
  • Participates in Plymouth committees and workgroups as needed.

Supervision

  • Recruits, hires, and trains talented individuals to lead Plymouth’s mission and core values.
  • Empowers direct reports to lead teams with confidence.
  • Establishes clear expectations for direct reports’ individual performance and outcomes consistent with strategic organizational goals and accountability when meeting expectations.
  • Provides coverage for SPSH Directors if needed in the case of absence or vacancy.
  • Ensures compliance with all Plymouth policies, practices and guidelines for supervisors, and relevant employment law.
  • Provides guidance to the Float Manager and Grants Administrator

Tenant and Community Relations

  • Enhances system responses to resident needs, including identifying new opportunities or risks that impact tenant housing stability in collaboration with the Director of Strategic Initiatives and Government Relations.
  • Monitors daily log entries in internal database system (Agency) to stay updated on issues, trends, and matters needing immediate attention.
  • Participates in local, regional, and state-wide task forces, committees, coalitions, and projects, as assigned.
  • Coordinates responses to Tenant Complaints that have elevated outside of the complaint system within the building.

Financial and Compliance

  • Annually works with the Site Directors to create draft operating budgets for each property.
  • Reviews and approves expense reports and timesheets for direct reports to ensure accuracy and compliance.
  • Ensures accountability for responsiveness and follow-through on information requests that comply with lease and funder requirements.
  • Attends Grant Spend Down Meetings as needed.

ESSENTIAL JOB QUALIFICATIONS

(Any equivalent combination of knowledge, skills, abilities, education, and experience):

Education: Bachelor’s degree in Human Services, Social Sciences or related field or a combination of equivalent experience or relevant work experience.

Required Experience:

Seven (7) years increasingly responsible experience. Familiarity and practical skills in providing permanent supportive housing and services to low-income residents and people experiencing homelessness, people with disabilities, and people from a wide variety of cultural backgrounds.  

Minimum four (4) years supervisory and management experience.

Knowledge, Skills & Abilities:

  • Highly developed awareness of and commitment to diversity, equity, and inclusion in providing services to tenants and Plymouth staff.
  • Ability and willingness to communicate and work effectively with a diverse group of voices in support of Plymouth’s goal of being an anti-racist organization
  • Ability to develop and sustain successful relationships with community stakeholders.
  • Proven organizational skills with ability to prioritize effectively and meet deadlines. Meticulous attention to detail. Understanding of and commitment to the principles of housing first, harm reduction, trauma Informed care, and relationship-based care.
  • Develops and maintains a basic knowledge of Seattle landlord-tenant laws.
  • Thorough knowledge in group training and facilitation experience.
  • Ability to communicate and work effectively under stressful conditions with people who are economically disadvantaged, mentally ill, or chemically affected, including people who have experienced significant trauma, and impacted by multiple morbidities, including behavioral health challenges.
  • A competent working knowledge and comfort with Microsoft Office applications (Word, Excel, Power Point, Access, Outlook, Teams, and Zoom) and ability to work efficiently and effectively with customized databases and technology, and conduct Internet research.
  • Excellent written and verbal communication skills.

Desired Qualifications:

  • Master’s Degree in Human Services or related field is desired.  

 

COVID-19 Vaccination Requirement 
 
Plymouth Housing employees are required to be fully vaccinated against COVID-19.
