 The Director of Compliance and Rental Office provides Plymouth leadership with perspective on compliance issues relating to tenant eligibility, Fair Housing, contractual and regulatory requirements for Plymouth’s housing developments and programs.  A primary responsibility for this position is to balance Plymouth’s high standards for compliance with Plymouth’s mission, staying focused on lowering barriers of housing access for people who are homeless and disabled, and for applicants with limited English proficiency who seek permanent supportive housing with Plymouth. The Director interprets compliance requirements and, with the executive team, assesses and supports negotiations with funders and regulatory authorities to ensure compatibility between compliance requirements and the accomplishment of Plymouth’s mission in daily operations and the agency’s strategic planning.

 

The Director of Compliance and Rental Office oversees the operations of Plymouth’s Compliance and Rental Office (Leasing) Departments.  The Director leads and mentors their department managers to effect continuous improvement of Plymouth’s operations and administrative processes, particularly in supporting the lease-up of new projects and vacancy management, tenant income certification and compliance reporting, reasonable accommodation and Fair Housing.  As a member of the agency’s Operations Team and the Leadership Team, the Director of Compliance and Rental Office helps develop and vet policies and program initiatives with broad agency significance.

 

 

ESSENTIAL JOB FUNCTIONS:

Compliance

  • Oversees and supports the work of the Compliance Program Manager, who is responsible for timely compliance with financing requirements regarding certification of tenant income and maintenance of tenant records, timely and accurate completion of occupancy and demographics reports, and timely response to funder requirements for site visits, audits, and other inquiries. Works with Compliance Manager and Controller to ensure smooth collaboration with Plymouth’s Finance Department in the preparation of annual reports and audits.
  • Monitors changes in federal, state and local legislation and policy by HUD, Washington State Housing Finance Commission (WSHFC), Seattle Housing Authority (SHA), and other public funders and regulatory authorities; informs Leadership Team of implications of changes and helps frame Plymouth’s response and planning.
  • Oversees training and mentoring of Plymouth’s staff in compliance issues, including mandatory tax credit and fair housing training.
  • Responds to complaints filed with regulatory agencies related to reasonable accommodations and/or Fair Housing matters. Supports internal document requests by counsel retained by Plymouth to respond to investigations or findings.
  • Supports completion of contracting and compliance checklists for housing assistance payment vouchers in collaboration with Finance and Property Management. Works with the Compliance Program Manager to ensure compliance staff training on changing regulations and documentation requirements for the housing authorities partnered with Plymouth.

 

 

Rental Office

  • Oversees and supports the work of the Rental Office Manager, who is responsible for managing Plymouth’s application and referral processes for incoming applicants, coordination with agency partners and Coordinated Entry for All for filling vacant units, and coordination with building management and maintenance staff to minimize vacancy loss.
  • Provides leadership in Plymouth’s continuing effort to lower barriers to access for disabled homeless individuals through paperwork reduction, eligibility and documentation policies, and program initiatives that respond to Plymouth’s mission and commitment to trauma informed care, housing first, and harm reduction while supporting cultural and language differences as well as accommodation for individuals with disabilities.
  • Provides leadership in database and other infrastructure improvements that streamline and automate application processing, records management, and vacancy management reporting.
  • Recommends and manages Memorandum of Understanding contracts with existing and new partnerships.

 

 

Leadership and Collaboration

  • Provides Plymouth’s leadership with perspective on compliance issues as they relate to Plymouth’s mission, direction, operations, and project planning.
  • Monitors changes in external environment affecting compliance issues; briefs Plymouth’s leadership on implications and helps formulate Plymouth’s response.
  • Collaborates closely with Director of Property Management and the PSH Directors in developing policies and procedures affecting Plymouth’s relations with its tenants and applicants.
  • Collaborates closely with Directors of Property Management and Facilities in minimizing vacancy loss.

 

 

ESSENTIAL JOB QUALIFICATIONS:

(Any equivalent Combination of Knowledge, Skills, Abilities, Education, and Experience)

 

Education: Bachelor’s degree in public policy, administration, law, management or related field required; master’s degree desirable.

Experience: minimum 5 years of relevant experience, including

  1. Experience monitoring and/or ensuring compliance with income and rent restrictions, and reporting requirements in federally assisted and tax-credit financed housing.
  2. Experience monitoring and/or ensuring compliance with federal 504/ADA rules, Limited English Proficiency and Fair Housing regulations.
  3. Familiarity with compliance requirements of HUD Section 8 SRO Mod-Rehab financing, project-based Section 8 Housing Choice Vouchers, Federal Low Income Housing Tax Credits, City of Seattle housing funds, Washington State Housing Trust Fund, Federal Home Loan bank requirements.
  4. Experience researching federal regulations and federal, state and local loan documents, and interpreting and translating regulatory language.
  5. Understanding of affirmative marketing and leasing of housing units, and vacancy management.
  6. Program and policy development and implementation.
  7. Database management.
  8. Supervision and mentorship of staff.

Certification:  Certified Tax Credit Compliance Professional (within 12 months of hire).

    • comprehend detailed legal and regulatory language and translate it into straightforward and understandable English intelligible to Plymouth staff at all levels.
    • collaborate effectively with colleagues to ensure agency-wide compliance with housing regulations and requirements.
    • train, mentor, and support all Plymouth staff in compliance issues.
    • support and guide front-line direct service staff.
  • Exceptional organizational skills, including the ability to organize, track, and present a high volume of detailed information for various internal and external audiences and purposes.
