Position Summary: 

Assists Laboratory Director in the coordination, development, implementation, and ongoing maintenance of the integrated Laboratory Information System to support the delivery of laboratory services and laboratory information throughout the Philadelphia Department of Public Health.

Duties and Responsibilities: 

  • Provides assistance in the daily operation, installation, and ongoing support of the Laboratory Information System (LIS).
  • Performs the maintenance of the LIS tables, files and dictionaries insuring the LIS is updates with current laboratory information.
  • Provide oversight to LIS upgrades/updates, operation processes, workflow and enhancements.
  • Generates standard and adhoc reporting as requested and assist in performance dashboard development.
  • Assists in developing and delivering training on the US to lab operations/testing staff and outside approved users (DDC, AHS, TBC, MED and Prisons).
  • Assists the laboratory departments in defining and updating the test database.
  • Assists in the implementation and testing of instrument interfaces.
  • Develops/revises the systems to ensure efficient laboratory workflow.
  • Works with the vendor to ensure any changes to the database do not adversely affect the LIS or laboratory operations.
  • Validates any changes/updates to the database to ensure performance as designed
  • Develops and delivers training programs to users of the system.
  • Assists in the support, monitoring and updating of the following interfaces: Point-of-Care, Orders/Results with E-Clinical Works, Siemens Envision and Reference lab (Quest).
  • Supports the Lab Web Portal use by outside clients
  • Prepares system workflows and interoperability diagrams as needed.
  • Assists in the implementation/updating of LOINC and CPT coding entries.
  • Manages the development of testing plans for any changes to the LIS or any other areas where a change in the systems, software, interfaces, forms, formats, policies, procedures, etc. would affect the LIS or any computer supported functions related to laboratory.
  • Works collaboratively and communicates effectively with Health IT, Disease Control, Ambulatory Health and Electronic Health Records IT staff to build new tests and resolve HW/SW issues.
  • Generates and responds to problem tickets in the LIS Vendor and Health IT (SysAid) systems.
  • Facilitates and assists in the resolution of hardware issues where appropriate.
  • Assists in the execution of the testing plans and the validation of the proper operation of the LIS and any interfaced systems or instruments.
  • Participates and provides input on decisions related to the LIS.
  • Participates and facilitates ongoing meetings to address issues and problems related to LIS.
  • Creates procedures related to LIS system build and CLIA guidelines.
  • Assists Lab Director in CLIA inspections, policies and procedures.
  • Ensures system security measures meet HlPPA /security and privacy requirements.
  • Other related work as assigned.

  • LIS programming! Report writing

  • System to System interface design, development, and troubleshooting

Education and Experience: 

Baccalaureate degree in Medical Technology, Clinical Laboratory Science Biology, Chemistry or related sciences. Second degree or demonstrated studies in Computer Science or Management Information Systems preferred.

Physical Demands:

  • Vision and dexterity sufficient to interact with and diagnose Lab applications and equipment, regularly use common desktop and laptop computer displays and interface devices and interpret all job-related materials.
  • Dexterity sufficient to interact with lab equipment

Essential Functions:

  • Familiar with Office 365, VPNs, web-based collaboration tools.
  • Willingness to learn, be flexible, and arrive willing to help in a challenging situation.
  • Diagnoses and resolves advanced hardware and software issues with desktop, laptop and mobile equipment.
  • Follows PDPH IT practices including use of ticketing and asset tracking systems and other communication tools, developing and maintaining internal documentation, and communicating with PDPH staff
  • Ability to travel to other sites as needed
