Overview

The Long-Term Services and Supports Workforce Executive position is essential to Presbyterian Health Plan accomplishing two high-priority objectives:Presbyterian Health Plans Long-Term Services and Supports (LTSS) provider community, particularly the direct care workers and home and community-based service (HCBS) providers. This position will work directly with Presbyterians LTSS provider network to ensure adequate workforce capacity of caregivers to serve members in their setting of choice.To further and strengthen the long-standing commitment Presbyterian Health Plan has had to administer, innovate, and evolve the long-term services and supports programs offered with an intentional focus on the Provider Network Operations team structure. This position will ensure ongoing focus to the changing needs of the long-term services and supports provider network and provide new linkages to the breadth of Presbyterian Health Plans provider resources, ensuring they are curated to meet the distinct needs of long-term services and support providers.

Qualifications

Bachelors degree required. 6 years of relevant workforce development experience including responsibilities to recruit, train, and retain health care workers may be substituted in lieu of degree. Three years experience in provider relations, provider contracting, claims processing, or customer service in a healthcare organization. Demonstrated ability to communicate effectively in person, via telephone, and in writing with the public, including members, agents, and employers. Experience working with LTSS providers and direct care workers. Ability to use independent judgment and work with minimal supervision. Strong communication skills, analysis, critical thinking and creative solutioning. Extensive knowledge of Microsoft Word, Excel, and PowerPoint.

Responsibilities

*Accountable for implementing and providing ongoing oversight of Presbyterian Health Plans LTSS Network Innovation Strategy Road Map.*Develops new monitoring, oversight and reporting strategy to support the success of the LTSS Network Innovation Strategy Road Map. Work entails ongoing coordination and engagement with Presbyterians network of LTSS providers to obtain information on caregiver and other critical staff counts and capacity.*Implements, leads, and manages Presbyterians suite of LTSS provider workforce incentives, educating providers and internal stakeholders about how to access LTSS workforce development programs.*Creates strong, trusting relationships with Presbyterians LTSS network provider group and serves as an organizational liaison for LTSS providers to ease potential administrative burden.*Accountable for administering Presbyterians LTSS Value Based Payment (strategic provider contracting and progressive reimbursement methodologies to drive quality health and financial *capability/interests.*Accountable for conducting analysis and presenting information regarding the state of Presbyterians network of LTSS direct care workforce. This includes geographic areas of need, total counts of direct care workers available and other key metrics needed to ensure adequate capacity and that Presbyterians LTSS network is meeting the evolving needs of Turquoise Care membership. *Represents Presbyterian at state agency, community meetings and other external facing engagements relating to the LTSS workforce.*Works cross functionally with Presbyterians care coordination department leadership to facilitate workforce coverage in areas with access shortages.*Works collaboratively across teams and facilitates discussion to address performance or operational needs, including identification and execution of action plans as needed.*Responsible for tracking and reporting ongoing strategic needs of LTSS workforce development investment initiatives.*Administers the LTSS provider workforce development plans initiative. This requires close collaboration with network providers on topics such as recruitment, retention, and training strategies. This additionally includes workforce development/retention data collection and analytics; workforce development planning; talent identification and recruitment. *Is a key contributor influencing the LTSS provider communication, engagement and support strategy implemented by PNO. *Develops LTSS-specific competency-based training and programs, workforce supports systems and incentives; to include forecasting, retention, and promotion strategies. Assesses effectiveness of trainings and programs and maintains initiatives, making modifications as needed. *Conducts external consulting and educational support, including presentations, to clients/stakeholders regarding contract terms and provision of services for Workforce *Provides deep and ongoing collaboration with Presbyterians contracting and provider servicing teams to ensure the network includes direct care workers who are properly trained and represent the diverse cultural, clinical, and linguistic needs of our members.*Participates in a value-added manner both individually and in a team environment to support other LTSS Workforce Strategy and Business Development initiatives.
