Job Description
We are seeking a senior Program Analyst to support the National Geospatial Intelligence Agency (NGA) Research Mission Support Services (RMSS) in Springfield, VA.
DUTIES AND RESPONSIBILITIES:
Support technical offices, committees, and teams in preparing and finalizing technical and non-technical materials (reports, briefings, speeches, electronic media, etc.) and events for internal/external audiences (to include but not limited to interagency partners, industry, academia, and international partners).
- Coordinate with NGA and other agencies’ security offices on the release of Controlled Unclassified Information (CUI), and in responding to Freedom of Information Act (FOIA) requests to protect against data spillage.
- Work with NGA Research and Office of Corporate Communications (OCC) on providing graphic design services and products for posters, displays, videos, and NGA Research websites in support of meetings, industry days, and conferences.
- Build and maintain databases and information stores across various platforms (including WordPress and SharePoint) utilizing software applications (Microsoft Excel, Access, and OneNote) to tie tools/applications into a workable system.
- Support the planning and facilitation of NGA-sponsored events (program meetings, off-sites, industry days, workshops, etc.), to include scheduling, venues and facilities, external communications, vendors, preparation of materials, and organizing personnel and logistical support.
- Review, analyze, and provide coordination for Congressional-related actions assigned to NGA, including interactions (meeting/events) with members and staffers.
- Support NGA Seniors in tracking commitments, obligations, and expenditures of RDT&E/O&M funding and the preparation of annual budget submissions.
- Support and/or perform various facets of Acquisition and Pre-Award actions associated with BAAs, SBIR Programs, STTR Programs, contracts with UARCs/FFRDC, Grants, and Cooperative Agreements, to include (but not limited to) thepreparation of Requests for Information, Requests for Proposals, Source Selections, Program Decision Memoranda, Market Research, Acquisition Plans, Statements of Work and Objectives (SOWs & SOOs), PWSs, and Cost Estimates.
Qualifications
- BA/BS or MA/MS in a technical degree or with 36 credit hours in technology related curriculum; Desired: BA/BS or MA/MS in systems analysis, systems engineering, or systems management.
- Greater than or equal to 15 years related work experience required.
- Candidates for this position must currently possess a US DoD Top Secret/Sensitive Compartmented Information (TS/SCI) security clearance.
- Knowledge and experience in R&D program development from concept inception to transition of technologies.
- Experience or education in program management and an understanding of cost, schedule, and performance.
- Knowledge of RDT&E funding, the PPBE process and FAR, DFARS FMR for structuring program schedules and planning execution of funding.
- Experience drafting, reviewing, and editing R&D SOWs, contracts, and agreements (i.e., Technology Transfer agreements, CRADAs, EPA, PIA, OTs) and other program documentation.
- Demonstrated knowledge of Intellectual Property, Export Control/ITAR, Technology Readiness Levels (TRLs), and security classification which inform program protection and transition.
- Ability to communicate effectively over multiple media types, schedule and facilitate meetings, and take actions independently.
