The Prince George's County Government Department of the Environment is seeking qualified applicants to fill an Environmental Planning Coordinator position, grade A24, within its Stormwater Management Division.
About the Position:
This is a senior level professional environmental planning position in the Stormwater Management Division, supporting the County’s National Pollutant Discharge Elimination System permit (NPDES). The incumbent assists and participates in various planning functions and annual updates of Total Maximum Daily Loads (TMDLs) plans for various watersheds. The incumbent assists in the review of water quality data from field samplers submitted by consultants or other governmental organizations and corelates results to specific watershed impairments for reporting purposes. The incumbent will assist in planning, development, and the implementation of countywide plans for source identification of sodium chloride and bacteria. The incumbent assists in illicit discharge detection and elimination (IDDE) cases that involve toxics affecting water bodies and watersheds, provides planning assessments of potential industrial activities that may contribute with pollutant sources. Works closely with the Inspection Compliance Section and State enforcement agencies for coordinating field investigations. Coordinates the preparation of incident reports for toxics for inclusion in the NPDES report. The incumbent will coordinate and manage the day-to-day activities and reporting requirements of the Stewardship Grants program stipulated in the Chesapeake Bay Trust agreement. In addition, the incumbent will participate in the development of RFPs, will review grant proposals, provide recommendations for grant awards and track grant implementation progress in the field. On an as needed basis, the incumbent will participate in committees relating to water quality, representing the Division/Department. Incumbent must have practical knowledge of various software; GIS, Microsoft Office, Microsoft Teams, be thoroughly familiar with the county’s NPDES permit, and be able to research state/federal regulations related to stormwater water quality and clean water act laws. Work is performed under the general supervision of direct line supervisor.What You'll Do:
- Reviews the State of Maryland Department of the Environment (MDE) Issued new load allocations and evaluates impacted watersheds.
- Research plans, compiles watershed data, and determines TMDL geographical area of influence.
- Assembles watershed data in GIS; includes layers containing land use, industrial activities, drainage features, BMP restoration as applicable for the impairment type promptly and accurately, in accordance with NPDES permit.
- Evaluates TMDL impact locations in watersheds and sub-watersheds and maps TMDL area of influence for tracking progress and sampling as determined by the TMDL guidelines.
- Prepares County comments for Draft TMDLs issued by the Maryland Department of the Environment.
- Prepares planning alternatives and evaluates TMDL impairments officially issued by MDE for County to implement.
- Promptly provides possible implementation strategy alternatives for addressing the impairment in the watershed, in accordance with the TMDL impairment load limits.
- Assists supervisor in the preparation of scope of work for developing a TMDL Implementation Plan within one year from the issuance of the TMDL by the State.
- Promptly coordinates with consultant potential strategies needed to address the TMDL; develops the necessary scope of work for TMDL plan development, in accordance with DoE task order standards.
- Coordinates with Chesapeake Bay Trust (CBT) the implementation of the Stewardship Grants Program annually.
- Provides technical assistance to the DoE’s Inspection Compliance Section relating to potential IDDE field reported instances.
- Represents the County/Department at various internal and external committees.
- Willingly and cooperatively performs tasks and duties which may not be specifically listed in the class specification or position description, but which are within the general occupational category and responsibility level typically associated with the employee's class of work.
- Bachelor's degree in urban and regional planning, public administration, economics, business administration, political science, environmental science, public health or other closely related fields.
- Two (2) years of professional planning/program development experience in the area of assignment.
- An equivalent combination of education, training, and experience will be considered.
- Bachelor's degree in environmental science, natural resources or other closely related fields, with a minimum of two (2) years of professional planning/program development experience in the area of assignment; or any equivalent combination of education, training and experience.
- Two (2) years of professional experience in urban stormwater management.
- Demonstrated knowledge and experience with the Maryland Department of the Environment (MDE) National Pollutant Discharge Elimination System Permits (NPDES).
- Demonstrated knowledge and experience of standards, specifications, construction, inspection, and maintenance methods/requirements for best management practices (BMPs), aligned with stormwater management, environmental and water quality restoration, and flood control projects.

CONDITIONS OF EMPLOYMENT: Upon selection, the candidate must:- Possess and maintain a valid driver's license.
- Meet all training and performance standards and demonstrate proficiency as required by the agency.
- Wear and use agency protective apparel and equipment in the performance of their assigned duties.
- Participate as an "Essential" employee in the department's snow and ice control program and other emergency or special activities as assigned. (Must participate as an Essential Employee in accordance with DoE Instruction 110.4).
