SUMMARY:
The occupancy specialist/property manager manages the day-to-day operations of assigned property. The occupancy specialist/property manager works collaboratively with the other team members to manage and coordinate all aspects of agency subsidized properties including tenant relations, billings, files, and inspections. The occupancy specialist/property manager will also be responsible for maintaining active waiting list and other intake duties.
ESSENTIAL DUTIES:
Responsible for intake including answering inquiries and processing applications in accordance with the HUD regulations.
Maintaining active waiting list
Keeping occupancy at 98%
Conduct prospect placement interviews, research previous housing, landlord and criminal history
Screen applicants and complete all paperwork associated with HUD program.
Responsible for all aspects of move-in/move-out procedures following established guidelines.
Maintain tenant files in accordance with HUD regulations.
Prepare leases and attachments.
Perform Move-in, Annual and Interim Recertification for continued subsidy eligibility.
Verify through 3rd party, household income, assets and household compositions for continued subsidy and rental determination.
Assist in investigations of alleged unreported income and assets.
Prepare for and participate in all external HUD inspections (REAC/MOR/internal audits/fire marshal, etc.)
Hold tenant meetings and inspect tenant apartments as needed.
Take resident phone calls, work orders, and complaints.
Maintain good relationships with other agency departments as appropriate (accounting, intermittent programs, etc.)
Ensure timely rental payments and issue notices and evictions as well as assisting with turnover of vacant units.
An understanding of EIV and the actions to investigate and resolve within HUD guidelines
Responsible for regulatory compliance, adherence to all pertinent HUD, federal, state and local regulations of a Section 8 property
Must be detailed-orientated, organized, possess strong interpersonal skills, professional demeanor, be familiar with HUD regulations and be proficient in basic computer skills-hardware and software.
Must have strong writing, clerical, and organizational skills.
Certified Occupancy Specialist designation preferred but not required.
