REPRESENTATIVE DUTIES
This list is intended to indicate the general nature and level of work performed by employees within this classification and is not designed to be interpreted as an exhaustive listing of all tasks required of employees assigned to this job.
1. Assists in all phases of the bi-weekly payroll activities for over 1550 employees. Leads employees responsible for the accurate and timely processing of all payroll related documents. Analyzes payroll information for accuracy and validates timekeeping information.
2. Ensures the integrity of the computer tables controlling payroll information and related data for both the payroll system and the coach operators timekeeping system. Reviews and approves payroll master file updates to assure proper maintenance of all payroll records. Prepares manual and electronic payroll journals for the General Ledger.
3. Interprets and implements changes in the Personnel and Salary Resolution, labor contracts and governmental regulations as they relate to payroll activities. Helps revise procedures to accommodate policy and/or regulatory changes; recommends internal controls and procedures to meet established accounting requirements. Counsels and educates employees and management on payroll laws and procedures. Develops and presents payroll orientation programs as necessary.
Assists in the preparation of required governmental and audit reports. Ensures the timely preparation of required payments such as taxes, retirement contribution, union dues, etc. Is capable of preparing quarterly and annual payroll tax reports.
5. Develops, maintains and analyzes enhancements for the payroll accounting system; coordinates with affected departments to produce desired results.
6. Responds to requests for information from outside agencies regarding labor statistics, disability claims, unemployment insurance benefit audits, federal and state agencies, mortgage lenders, attorneys, etc.
7. Processes confidential agency information.
8. Assists with the implementation of a new payroll system, through the evaluation of the current and proposed processes to ensure all required activities are accomplished.
QUALIFICATION GUIDE
Knowledge of:
- General Accepted Accounting Principles (GAAP) as they relate to employee payroll processing.
- Automated timekeeping systems.
- Automated payroll systems and on-line input.
- Federal, state and local regulations related to employee payroll processing, withholdings, and reporting.
- Journal entries and General Ledger principles and procedures.
- Payroll related information interpreted by union contracts.
- Principles and practices of effective supervision.
- Communication skills.
Ability to:
- Effectively communicate with all levels of management and employees regarding payroll related issues.
- Manage an automated payroll system.
- Ensure that all required distribution, recording and filing of payroll information is accomplished.
- Train, direct and evaluate performance of others.
Any combination of education and experience equivalent to a bachelor's degree with a minimum of three years of experience with a complex automated payroll processing system.
