Job Summary

Job Responsibilities

As the Agent for LIPA, PSEG LI manages $730M of federal funding to perform on LIPA’s FEMA 428 Hazard Mitigation subgrant from the State of New York and spends roughly $100M in a typical year for storm preparation, crisis management and recovery. This resource will be responsible to oversee compliance and help mitigate PSEG LI’s risk of financial loss under A&R OSA section 5.3 ($10M limitation of PSEG LI liability for disallowed storm costs). Regarding compliance for the Hazard Mitigation grant program, emergency and disaster recovery funds for storm events and potentially other government dollars, the resource will be expected to deliver on the below items:

  • Representing the organization in external discussions and communications related to compliance with government funds regulations
  • Lead the performance of ongoing internal assessments of PSEG LI’s systems (people, process and technology) for compliance with regulations associated with government grants. Coordinate with PSEG LI’s compliance department to monitor performance of all functions on Potentially Covered Projects and work with all functions to identify lessons learned and develop and/or improve existing systems, procedures, processes, and practices
  • Perform analyses for accuracy and compliance of amounts to be invoiced to governmental entities from LIPA
  • Provide support for the facilitation of audits and other reviews involving government funded projects and use of government funds
  • Develop training and outreach to raise awareness of regulations related to government funds and of compliance resources available to the organization and third parties (e.g. subcontractors)
  • Identify opportunities to obtain government funds in order to participate in innovative and socially responsible initiatives and to pass through the benefits of government funds to the rate payers.


Job Specific Qualifications

Required: Education, Experience, Skills, Knowledge:


  • Bachelor’s degree from an accredited college or university with emphasis in finance, accounting, business, or relevant degree
  • Minimum of 10 years of experience with regulatory compliance and organizational risk management. This experience should also include exposure to financial, operational, internal control and/or compliance audits or analyses
  • Experience working with 2 CFR 200 and, more specifically, FEMA guidance and regulations
  • Experience with FEMA Disaster Assistance, Disaster Preparation and Hazard Mitigation grant programs as well as other federal, state and local grants
  • Demonstrated experience interacting with organizational leadership to include company executives, senior managers and members of boards of directors
  • Excellent oral, written, and interpersonal communications skills
  • This position requires driving to company locations and off-site assignments and events, applicants must possess a valid driver’s license with a safe and satisfactory driver history.

Desired Qualifications:

  • MBA or advanced management training
  • Organizational Management knowledge strongly preferred
  • Experience leading and/or performing financial, operational, internal control and/or compliance audits or analyses
  • Knowledge / understanding of day-to-day operations of the Utility lines of business and their associated work processes
  • Experience with SAP ERP systems
  • Certification in Risk Management (CRM, RMP, PMI-RM, etc.)
