Provide a short description of the Position: The Expert Project Manager will be responsible for managing high level priority projects for New York State. Application of high-level project management knowledge will help to achieve successful project outcomes for New York State.

Provide a list of the day to day tasks to be performed by the Selected Candidate: Day to day tasks to be performed by the consultant will include, but not be limited to:

• Developing detailed scope statements, and document project requirements for complex projects by eliciting business goals, information needs, and relative priorities from end users, subject experts and others;

• Balancing alternatives and potential solutions;

• Developing a project schedule including identifying and scheduling project deliverables, milestones and required tasks using project scheduling software;

• Documenting and presenting resource needs to agency management and coordinates project activities with those of program areas;

• Managing the project budget using project cost estimating tools;

• Designing and implementing quality metrics to analyze project performance;

• Creating a project communication plan;

• Compiling of detailed project reports and communicating project status to stakeholders, sponsors, and executive management

• Completing and entering weekly status reports in the ITS Project Repository (ITSM);

• Directing, coordinating, overseeing, and working with project staff;

• Identifying, developing, monitoring, and applying risk control remediation's to diminish potential negative impacts on the project;

• Managing contract relationships;

• Recommending the need for changes in project schedule;

• Performing tasks to advance the programmatic goals of the PMO, such as analyzing the performance of projects in a project portfolio or inventory;

• Actively participating in PMO meetings and training; and

• Completing mandated training courses.

84 Months: Candidate is able to provide guidance to large teams and/or has extensive industry experience and is considered at the top of his/her field.

Position Requested Qualifications

60 Months of active PMP certification through PMI (must

be current)

84 months of experience in developing and managing

formal project schedules in a project tracking tool, such as Microsoft Project, including tracking progress and

variances against baselines utilizing both Waterfall, Agile

and Hybrid methodologies; using standard PM techniques (e.g., scrum sessions) to update project schedule; and presenting schedule/status updates to both ITS and client agency's leaderships.

48 months of experience in managing COTS software

implementation projects and/or in-house application

development (SDLC) projects.

84 months experience developing, writing and managing detailed Scope Document, reviewing project deliverables and managing the deliverables acceptance process and using the project scope and deliverable management process to manage the project change request process.

84 months experience with project quality planning,

quality assurance, end-to-end system testing, quality

control, user acceptance testing (UAT) defect and metrics

management, and quality governance.

24 months of experience in managing and leading IT

projects for US Government agencies

84 months of experience in project status reporting to all

levels of stakeholders, executives, management and

project resource teams.
