Job Description:
We are seeking a qualified candidate for the role of Lead Network Engineer. The Lead Network Engineer s role is to manage and tune in-house or hosted environment computer software systems and network connections to ensure stable operations, high levels of availability, and security of the supported business applications and agency IT infrastructure. This includes developing, maintaining, supporting, and optimizing key functional areas, particularly network infrastructure, server infrastructure, data communications, and telecommunications systems. The candidate will also schedule and direct activities to resolve hardware and software problems in a timely and accurate fashion. This individual also participates in the planning and implementation of policies and procedures to ensure system provisioning and maintenance that is consistent with company goals, industry best practices, and regulatory requirements, as well as a working knowledge of the skills to provision, manage, monitor, and decommission cloud services.
Job Duties and Responsibilities:
Strategy & Planning
- Participate in and support capacity planning and the development of long-term strategic goals for systems and software in conjunction with end-users and department managers to ensure infrastructure capacity meets existing and future requirements.
- Participate in the development of IT strategies in collaboration with the management team.
- Conduct research and make recommendations on products, services, protocols, and standards in support of all infrastructure procurement and development efforts.
- Perform network design and capacity planning.
- Develop, implement, and maintain policies, procedures and associated training plans for network resource administration, appropriate use, and disaster recovery.
- Establish service level agreements with business units.
Acquisition & Deployment
- Coordinate with business application, and database administration functions to implement desktop and server systems that utilize industry best practices to meet corporate objectives.
- Deploy workstations, servers, printers, scanners, firewalls, encryption systems, and all host security systems.
- Oversee installation, configuration, maintenance, and troubleshooting of end user workstation hardware, software, and peripheral devices.
- Interact and negotiate with vendors, outsourcers, and contractors to secure infrastructure-specific, and network products and services.
- Conduct research on network products, services, protocols, and standards in support of network procurement and development efforts.
- Assist with the planning and deployment of infrastructure security measures.
- Prepare scope of work reports, and other documentation for infrastructure projects and associated efforts.
Operational Management
- Manage and set priorities for the design, maintenance, development, and evaluation of all infrastructure systems, including LANs, WANs, Internet, intranet, security, wireless implementations, and so on.
- Conduct feasibility studies for various upgrade projects, improvements, and other conversions.
- Define hardware and software standards in conjunction with owners and stakeholders.
- Test network performance and provide network performance statistics and reports; develop strategies for maintaining network infrastructure.
- Test server performance and provide network performance statistics and reports; develop strategies for maintaining server infrastructure.
- Manage all operating systems and end-user software.
- Manage communications ([email, IM, ...]) and connection solutions, including workstation connectivity, local area networks.
- Manage servers, including e-mail, print, and backup servers and their associated operating systems and software.
- Manage security solutions, including firewall, anti-virus, and intrusion detection systems.
- Ensure network connectivity of all workstations.
- Ensure the integrity and security of enterprise data on host computers, multiple databases, and during data transfer in accordance to business needs and industry best-practices regarding privacy, security, and regulatory compliance.
- Manage input/output fleet, including printers and scanners.
- Manage end user accounts, permissions, access rights, and storage allocations in accordance with best-practices regarding privacy, security, and regulatory compliance.
- Perform network, server, security audits.
- Ensure network connectivity of all workstations.
- Manage all network hardware and equipment, including routers, switches, hubs, and UPSs.
- Recommend, schedule, and perform network improvements, upgrades, and repairs.
- Monitor and test network performance and provide network performance statistics and reports.
- Administer all equipment, hardware, and software upgrades.
- Perform and test routine system backups and restores.
- Anticipate, mitigate, identify, troubleshoot, and resolve hardware and software problems on servers, input/output fleet, and workstations. Escalate incidents as necessary.
- Practice network asset management, including maintenance of network component inventory and related documentation and technical specifications information.
- Support application development teams throughout project lifecycles.
- Analyze system, server, application, network, and input/output device performance.
- Recommend, schedule, and perform software and hardware improvements, upgrades, patches, reconfigurations, and/or purchases.
- Conduct research on emerging products, services, protocols, and standards in support of systems software procurement and development efforts.
- Create required reports in response to business user needs.
- Participate in negotiations with vendors, outsourcers, and contractors to secure software products and services.
- Establish and maintain regular written and in-person communications with the agency s decision-makers, stakeholders, department heads, and end users regarding pertinent infrastructure activities.
- Practice IT asset management, including maintenance of component inventory and related documentation.
- Develop, document, and maintain policies, procedures and associated training plans for system administration and appropriate use.
