Position Summary
The Procurement Officer I is responsible for requesting bids and quotations and preparing and issuing purchase orders for stock and non-stock material, equipment, public works, professional services, and services ensuring compliance with Washington State law and Grant PUD governance.
The Procurement Officer I works in conjunction with Procurement Officer II and III positions to coordinate different aspects of the contracting process, including development and management of low-risk contracts, contract closeouts, surplus, and assistance with additional contract administration as needed in the department

Essential duties and responsibilities may include, but are not limited to, the following:
- Request bids and quotations and prepare and issue purchase orders for inventory stock and nonstock material, professional services, services, or public works purchases. These functions require close collaboration with warehouse staff and District Representatives/Project Managers
- Perform various administrative and purchasing functions to support the efficient operation of purchasing and contracting processes.
- Develop and administer low-risk contracts in conjunction with project managers.
- Monitor and facilitate low-risk contracts from development through contract completion. Includes providing support to ensure orderly and effective contract management.
- Conduct formal bid openings and site visits. Prepare meeting materials for pre-construction meetings.
- Enforce contract terms and requirements such as bid bonds, performance bonds, prevailing wage requirements, insurance certificates, payments, schedules, and deliveries.
- Manage the contract closeout process for contracts as needed.
- From the Procurement perspective, review and approve invoices.
- Manage relationships with suppliers and contractors to maintain an open, fair, and impartial environment for all procurement transactions.
- Participate in ongoing trainings through Washington State Department of Labor and Industries, NIGP, and MRSC.
- Follow Critical Information Protection (CIP) & Critical Energy Infrastructure Information (CEII) regulations relating to procurement.
- Position may be responsible for Grant PUD’s surplus process of material and equipment via online auction, competitive bid, and other means as required, ensuring compliance with policies and maximum value.
- Assist with filing and electronic file retention if needed.
- Perform Strategic Alliance Partnership audits per contract requirements.• Provide customer service that supports the overall procurement effort and aligns with Grant PUD’s Strategic Plan.
- Perform other duties as requested by Senior Manager Supply Chain/Procurement in support of the department.
- Demonstrated commitment to Grant PUD’s mission, vision, values, strategic plan and Grant PUD/ IBEW Local 77 Code of Excellence. The incumbent should be familiar with these organizational priorities and behave in a way that aligns with these expectations.
- Understand and adhere to compliance requirements for this position that may include laws, regulations, security guidelines, Grant PUD policies & procedures.

- Following all safety policies and procedures.
- Alerting supervisors and coworkers to unsafe or hazardous working conditions.
- Reporting any safety incidents or close calls within 24 hours to your supervisor.

Education and Experience
Required
- A bachelor’s degree or two-year degree in business or related field.
- Procurement and contract-related training.
- Experience may be substituted for education.
- Two (2) or more years of progressive responsibilities.
Preferred
- Administrative/business experience preferably in a procurement, construction, or audit related field
License and Certification
Required
- A valid State driver’s license with no restrictions.

- Skill in effectively communicating with a variety of people both internal and external; working and interfacing effectively in a complex and dynamic work environment; multi- tasking, prioritizing, and managing the details on each contract or purchase order; working independently on complex tasks and non-routine matters; communicating verbally and in writing with contractors, other staff, and other departments; personal computer and software programs (Word, Excel, Outlook, SharePoint, PowerPoint, Adobe).
