Job Summary

 

Under the supervision of the Maintenance Operations Manager, performs and oversees the daily activities of the fleet maintenance. Work involves scheduling, and supervision of repairs, quality control of departmental functions, and the ability to function as a working Mechanic III in the Maintenance Division.

 

Duties include inspecting, planning and prioritizing fleet maintenance projects and other assignments; monitoring productivity; organizing, coordinating fleet activities to include fuel management; interacting and coordinating with department heads, other departments, employees, agencies, and contractors; analyzing work requirements and troubleshooting problems. Also includes other administrative responsibilities such as budgeting, inventory control and accountability, data collection and recording, and asset management. An employee proceeds independently to complete assignments, coordinating matters as needed and resolving most problems encountered in the work; new or policy matters are referred to others.

Essential duties and responsibilities may include, but are not limited to the following:

 

  • Performs all the duties of a Mechanic III.
  • Coordinates fleet/Generator maintenance projects and activities with project managers, supervisors, department heads, and others as necessary.
  • Develops work plans, schedules, priorities, and material procurement requests.
  • Tracks productivity, adherence to regulations, training, equipment evaluations, scheduling work, and enforces District personnel policies and procedures within the division.
  • Enforces safety and compliance rules.
  • Assists in the budgeting process for the Fleet Services Division.
  • Develops plans for weekly, monthly, and annual prioritized work.
  • Conducts safety meetings; completes paperwork; calculates quantities of and requisitions material required and monitors and accounts for usage.
  • Investigates, prioritizes, and addresses requests for service, complaints, and inquiries.
  • Performs vehicle/equipment and safety inspections and makes repairs necessary to comply with applicable standards and regulations.
  • Maintains detailed written and computerized records of maintenance and repairs.
  • Requisitions parts, materials, tools, and equipment necessary to complete assigned tasks.
  • Maintains fuel site operations including but not limited to restocking of fuel inventory, maintaining accurate state and federal records, site safety and training.
  • Takes a proactive approach to coordinating and maintaining fleet performance while creating a supportive, professional, and open environment, consistent with the District’s culture.
  • Participates in the employee selection process, provides regular feedback for fleet needs.
  • Obtains and maintains training and certifications required for aspects of fleet maintenance, performance, development, growth, and engagement.
  • Must be able to effectively use a combination of experience, training, and ability to quickly assess situations and arrive at decisions to ensure safety and to avoid service interruptions.
  • All work must be in compliance with applicable policies, rules, regulations, and laws.
  • Assists the Facilities Coordinator as needed.
  • Performs other duties as assigned.
  • Be advocates promoting health and safety in the workplace.

 

Knowledge

 

  • The applicant must possess knowledge of automobile, generator, heavy-duty truck, and equipment repair/maintenance, which will include welding and fabrication.
  • Advanced computer skills to include the ability to use Microsoft Word, Excel, PowerPoint, Project, and Google Suite.
  • Thorough knowledge of current principles and practices applicable to assigned areas of responsibility; local, state, and federal laws and regulations related to assigned functions.
  • Thorough knowledge of applicable District and department policies and procedures as well as the willingness to learn and follow any policy or procedure that may be introduced in the future.

  • Ability to respond courteously to requests and inquiries.

  • Ability to complete detailed reports and other various assignments with minimal oversight or direction.

  • Ability to organize, prioritize, and utilize critical thinking skills to accomplish goals.
  • Ability to present to the Board of Directors in the absence of the Maintenance Operations Manager and Director of Operational Services.
  • Willingness to continue to learn new information, skills, and abilities.
  • Skill in using common tools, equipment, and materials of the trade.

Qualifications


Required Qualifications (Note: Any acceptable combination of education, training and experience that provides the above knowledge, abilities and skills may be substituted.)

 

Required Education/Certifications/Experience

 

  • High school diploma or G.E.D.
  • Certification(s) in Automotive or Heavy Equipment Maintenance and Repair or related field.
  • Must have and maintain a valid Colorado class “A” CDL with and “N” or “X” endorsement, and no restriction that would prohibit the operation of District equipment or acquire within one (1) year of hire.
  • Must have and maintain an ASE Master Truck Certification, ASE Master Automotive Certification, and EVT Master Fire Apparatus Certification. If certifications are not currently held, must be acquired within five (5) years as designated by a progressive professional development plan.
  • Must have and maintain a valid refrigerant recovery license or acquire within 90 days of hire.
  • Must currently have DOT Air Brake Inspection qualifications, or complete internal training within 90 days of hire.
  • Must have and maintain a valid Colorado class “R” driver’s license.
  • Five years of progressively responsible related experience, at least two of which were in a supervisory capacity.

 

Preferred Education/Certifications/Experience

 

  • Associate Degree in Automotive or Heavy Equipment Maintenance and Repair.

 

Position Type/Expected Hours of Work

  • Regular District business hours are Monday-Friday 8:00am-5:00pm. The actual work schedule for the specific Department/Division may vary to balance the internal and external needs outside of the normal business schedule. Work is subject to recurring deadlines and interruptions.
  • This is a full-time position. Typical Division days and hours of operation are Monday through Friday 7:00 am to 3:30 pm or as determined by the Supervisor.

 

Physical Demands

 

  • Frequent use of keyboard devices, heavy lifting, reaching, stooping, bending, crawling, crouching, and climbing.
  • Work at work sites and construction zones requiring walking over uneven or rough terrain; awareness of surroundings; exposure to dust, weather conditions, equipment, noise, etc.
  • Work may require occasional exposure to hazards; exposure to dirt and soil; temperature extremes and unusual environmental conditions.
  • Subject to call back in emergencies.
  • Use fingers to operate computer or typewriter keyboards, hand tools, mechanical tools, and devices.
  • The work may also be sedentary with periods of light physical activity and is performed in office surroundings.
  • Climbing. Ascending or descending ladders, stairs, scaffolding, ramps, poles, and the like, using feet and legs and/or hands and arms. Body agility is emphasized. This factor is important if the amount and kind of climbing required exceeds that required for ordinary locomotion.
  • Balancing. Maintaining body equilibrium to prevent falling and walking, standing, or crouching on narrow, slippery, or erratically moving surfaces. This factor is important if the amount of balancing exceeds that needed for ordinary locomotion and maintenance of body equilibrium.
  • Stooping. Bending body downward and forward by bending spine at the waist. This factor is important if it occurs to a considerable degree and requires full motion of the lower extremities and back muscles.
  • Kneeling. Bending legs at knee to come to a rest on knee or knees.
  • Crouching. Bending the body downward and forward by bending leg and spine.
  • Crawling. Moving about on hands and knees or hands and feet.
  • Reaching. Extending hand(s) and arm(s) in any direction.
  • Standing. Particularly for sustained periods of time.
  • Walking. Moving about on foot to accomplish tasks, particularly for long distances or moving from one work site to another.
  • Pushing. Using upper extremities to press against something with steady force to thrust forward, downward, or outward.
  • Pulling. Using upper extremities to exert force to draw, haul or tug objects in a sustained motion.
  • Lifting. Raising objects from a lower to a higher position or moving objects horizontally from position-to-position. 
  • Fingering. Picking, pinching, typing or otherwise working, primarily with fingers rather than with the whole hand as in handling.
  • Grasping. Applying pressure to an object with the fingers and palm.
  • Feeling. Perceiving attributes of objects, such as size, shape, temperature, or texture by touching with skin, particularly that of fingertips.
  • Talking. Expressing or exchanging ideas by means of the spoken word. Those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly.
  • Hearing. Perceiving the nature of sounds at normal speaking levels with or without correction. Ability to receive detailed information through oral communication, and to make the discriminations sound.
  • Repetitive motion. Substantial movements (motions) of the wrists, hands, and/or fingers.
  • 20% Sedentary work. Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met.
  • 50% Light work. Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for sedentary work and the worker sits most of the time, the job is rated for light work.

  • The worker is required to have visual acuity to perform an activity such as: operates machines, such as lathes, drill presses, power saws, and mills where the seeing job is at or within arm's reach; performs mechanical or skilled trades’ tasks of a non-repetitive nature, such as carpenter, technicians, service people, plumbers, painters, mechanics, etc.
  • The worker is required to have visual acuity to operate motor vehicles and/or hand power equipment.
  • The worker is required to have visual acuity to determine the accuracy, neatness, and thoroughness of the work assigned or to make general observations of facilities or structures.
  • The worker is subject to environmental conditions. Protection from weather conditions but not necessarily from temperature changes.
  • The worker is subject to outside environmental conditions. No effective protection from the weather.
  • The worker is subject to both environmental conditions. Activities occur inside and outside.
  • The worker is subject to extreme cold. Temperatures typically below 32 degrees for periods of more than one hour. Consideration should be given to the effect of other environmental conditions, such as wind and humidity.
  • The worker is subject to extreme heat. Temperatures above 100 degrees for periods of more than one hour. Consideration should be given to the effect of other environmental conditions, such as wind and humidity.
  • The worker is subject to noise. There is sufficient noise to cause the worker to shout to be heard above ambient noise level.
  • The worker is subject to vibration. Exposure to oscillating movements of the extremities or whole body.
  • The worker is subject to hazards. Includes a variety of physical conditions, such as proximity to moving mechanical parts, moving vehicles, electrical current, working in high places (i.e., Roofs and on lifts), exposure to high heat or exposure to chemicals.
  • The worker is subject to atmospheric conditions. One or more of the following conditions that affect the respiratory system of the skin: fumes, odors, dust, mists, gases, or poor ventilation.
  • The worker is frequently in close quarters, crawl spaces, small, enclosed rooms, small sewage and line pipes, and other areas that could cause claustrophobia.
  • The worker is required to function in narrow aisles or passageways.

 

Unusual Demands

 

  • Worker is required to provide assistance during call backs and emergencies, subject to reoccurring deadlines and interruptions, subject to work hazards and unpleasant conditions, occasional exposure to inclement weather, may be required to work beyond normally scheduled work hours.
  • Workers are subject to frequent interruptions and deadlines, may be required to attend meetings and expected to conduct self appropriately.
