Job Summary
The Purdue Alternate Facility Security Officer (AFSO) will provide expertise, management, support, and supplemental direction to Purdue’s Facility Security Officer (FSO), insider threat program, and research security counterparts. This position will serve as the alternate FSO for all industrial security operations. Duties will include but are not limited to managing sensitive document control, conducting onboarding activities for cleared personnel, executing program briefings, managing the issuance of secure credentials for facility access, assisting in the review of active and future proposals, gathering intelligence information, facilitating training for all cleared personnel, and other duties in support of the overall industrial security program management. The AFSO will assist in managing program activities to ensure compliance with Department of Defense (DoD) policies at classified sites with classified safeguarding and must comply with all government regulations. The AFSO is additionally charged with serving as the primary FSO as needed or as designated by proxy by the FSO. The AFSO will report to Purdue’s Chief Security and Intelligence Officer.
Duties and Responsibilities
Institutional Security Leadership:
- Assist in the management of the security program for all organizational FCLs, including implementing security procedures in accordance with the National Industrial Security ProgramOperating Manual (NISPOM), as well as overseeing all installation, repair, and upkeep operations for the facility as needed
- Own the management of all Personnel Clearances (PCLs); collect necessary information and initiate (PCL) actions in DISS/NBIS and SWFT
- Maintain all documentation required to obtain and maintain a Facility Clearance
- Manage the classified security programs at Purdue
Ongoing Security Operations:
- Administer day-to-day security programs, including personnel processing, program reviews, document control system, audits and self-inspections, violation investigations and reports, receipt/dispatch/destruction/mail logs, visit certifications, etc.
- Maintain personnel clearances, investigations, reports, and foreign travel in DISS
- Maintain Purdue’s profile in NISS
- Upload new clearance applicants' fingerprints into SWFT
- Primary POC for personnel security matters with DCS Review DD254s to ensure adherence to classified programs
- Develop and administer a comprehensive security education, training, and awareness program, to include Initial and Annual Security Refresher Training
- Respond to emergency alarm calls off hours
- Perform required self-inspections of security programs, resolving possible security violations and initiating measures to correct security deficiencies
- Process incoming and outgoing Visit Access Requests (VARs) for employees, customers, and partners
- Maintain access control and intrusion detection systems
- Establish and maintain working relationships with government and internal customers
Security Training, Onboarding, and Other Duties:
- Provide security briefings, debriefings, and awareness training for site personnel
- Process new employee security clearancesDevelop and/or contribute to local and corporate security policy and SOPs
- Maintain COMSEC material
- Participate in new employee on-boarding and off-boarding processes for cleared personnel
- Assist with Controlled Unclassified Information (CUI) program
- Contribute to the RMF process for information systems as it pertains to physical and environmental security, personnel security, and incident response
- Schedule classified facilities maintenance, as required
- Complete other duties as assigned in support of the overall industrial security program
Qualifications
Required:
- Bachelor’s degree in business, government relations, or other field relevant to the position
- Six (6) years of experience with a DoD security program, administrative experience (database management, suspense tracking, monthly reporting, etc.), industrial security programs, security management in an FSO/AFSO or similar management role, and/or classified program security operations
- In lieu of degree, consideration will be given to an equivalent combination of related education and required work experience (High School Diploma 8 years of experience).
- Must be a U.S. citizen and have a current Top Secret (TS) U.S. Government Security Clearance in good standing with the ability to pass a criminal background and credit check
- Must also be able to maintain supplemental security clearance at the required level
- Ability to interpret and administer security doctrine, provide clear guidance to company employees, and recommend modifications to operations policies or procedures as appropriate
- Ability to interpret and implement security requirements outlined in customer-issued contracts
- Thorough working knowledge of managing prime/subcontract DD-254 forms (Contract Security Classification Specifications) and the National Industrial Security System (NISS)
- Intermediate working knowledge of managing an access control system (ACS), badging equipment, and closed caption television (CCTV) systems
- Working knowledge of the physical construction standards for restricted/closed areas
- Extensive working knowledge of personnel security administration activities using JPAS
- Familiarity with conducting periodic/semi-annual self-inspections IAW NISPOM standards
- Ability to develop and manage a self-inspection and operations security (OPSEC) program to identify security risks with a methodology to mitigate the risks to an acceptable level
- Ability to create an effective security awareness, training, and education program
- Ability to conduct initial security briefings, debriefings, indoctrinations, pre-/post-foreign travel briefings, and refresher briefings, as appropriate
- Significant skills with classified information management (accountability, transfers, and marking)
- Ability to support Defense Counterintelligence and Security Agency (DCSA) or other customer security assessments
- Communication skills to maintain a positive ongoing relationship with internal/external customers
- Ability to conduct security incident/violation investigations and write final reports
- Ability to compile data and provide necessary metrics or performance highlights
- Ability to advise a security cross-business team (CBT) and / or subcontractor security services regarding tasks, projects, and operations as well as resolving complex problems
- Experience developing and managing an operating budget and conducting budget reviews
- Ability to ensure projects are completed on schedule and within budget, following established policies
- Firm understanding of what constitutes personally identifiable information (PII) and / or proprietary and safeguarding methods to prevent unauthorized access
Preferred:
- Experience with DoD administrative management (database management, suspense tracking, monthly reporting, etc.)
