Contracts Manager Accountabilities
Subject matter expert for USG Cost Accounting Standards (CAS) and Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulation (DFAR) matters.
Interface with the Defense Contract Management Agency (DCMA) and Defense Contract Audit Agency (DCAA), including audit support and matters related to business systems status’ as well as Government Reporting.
Responsible for current modified CAS compliance and potential future CAS coverage – ensuring on-going compliance with FAR/DFAR accounting practice rules, monitoring for changes in cost accounting practices, and maintaining compliance with FAR Part 30 CAS Administration.
Supports the development and submission of annual rate proposals, and support rate reviews with DCMA and/or DCAA.
Conducts analysis of accounts for proper classification of direct and indirect expenses, as well as proper segregation of unallowable costs in accordance with FAR 31.2.
Responsible for multiple system maintenance and reporting including The System for Award Management (SAM), Dun & Bradstreet, and Cost Assessment Data Enterprise (CADE).
Works side by side with the Business Development team to generate and modify new business cases/proposals for Commercial and Military acquisitions for both the Red Oak and Milledgeville facilities.
Lead the Government contracting process for the company, including drafting, reviewing, negotiating, interpreting, and administering U.S. Government contracts and prime contractor issued subcontracts for professional services.
Ensure compliance with laws, regulations, and contract provisions applicable to government business, including the Federal Acquisition Regulation, agency supplemental regulations, Truth in Negotiations Act, and Cost Accounting Standards.
Act as the primary point of contact with Prime Contractors on contractual matters
Support business development by drafting, reviewing, and negotiating nondisclosure agreements.
Support company growth by reviewing solicitations and proposals for new business to assess performance risks, acceptable terms and conditions, and compliance with company policy.
Provide guidance to company management on contract issues and their resolution.
Develop and conduct training on government contract management and compliance.
Assist in the development and implementation of new company policies and processes.
Contribute to all internal and external audits for the company’s contracts and subcontracts.
Provide mentoring and guidance to junior-level Contracts Department staff.
This position is a hybrid role with cross functional responsibilities between Contracts, Finance and Business Development.
Experience and Other Requirements
Must be a US Citizen or a Permanent resident per ITAR (International Traffic in Arms Regulations) guidelines.
This position is not eligible for Visa sponsorship or a foreign person per ITAR.
Bachelor’s degree in accounting, finance, business with contracts in a regulated manufacturing environment with a minimum of 10 – 15 years of progressive responsibility; CPA or MBA desirable. Extensive experience in Military contracts.
Master’s degree or JD preferred along with industry experience with contracts in a regulated manufacturing environment.
Background in defense contract accounting, including experience with Cost Plus, T&M, and FFP contract types.
Advanced knowledge of CAS and FAR/DFAR; strong working knowledge of GAAP.
Must have strong background and knowledge of the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS, Truth in Negotiations Act, and Cost Accounting Standards.
Skilled in presenting complex contractual information to senior management and executives.
Skilled in clearly communicating potentially complex contractual requirements to other functions so that they can act within the bounds of the contract.
Proven ability to coordinate large TINA compliant proposals and negotiate the resultant contracts, with a particular focus on price and terms and Conditions negotiation.
Skilled in managing schedules for multiple workstreams and meeting deadlines.
Must have the ability to make sound business judgments, handle multiple contractual activities with a short turn-around time, and work independently as well as part of a team.
Excellent communication and writing skills with both internal and external customers
Highly motivated, problem solving, and detail oriented with the ability to communicate effectively, solve problems, and create trusting relationships with both internal and external clients.
Proficiency with Microsoft Office suite: Word, Excel, PowerPoint, Outlook, and Teams
