Position Overview
QinetiQ US is seeking a Post-Award Contract Specialist on our US. Census Bureau (USCB) team supporting the Associate Director of Research and Methodology (ADRM). The ideal candidate is a self-starter, comfortable advising customers, and enjoys optimizing processes.
The USCB serves as the leading source of quality data about the nation's people and economy. This data shapes important policy and operational decisions that help improve the nation’s social and economic conditions. For example, the USCB conducts the constitutionally mandated census of population and housing every 10 years which is used to apportion seats in the House of Representatives and informs congressional redistricting.
Responsibilities
Successful candidates will be responsible for one or more of the following responsibility areas:
- Vendor Onboarding
- Interface with vendor, employees, and clients to conduct the vendor onboarding process for ADRM contracts.
- Utilize and maintain Microsoft Teams Wiki and SharePoint for communications and process documentation.
- Prepare weekly report for ADRM leaders including basic contract details, CAMPIN system details, transfer date, exit date for each individual.
- Trigger workflows for security paperwork, IT accesses, software, hardware and more
- Make daily updates to SharePoint report on vendor onboarding status.
- Troubleshoot delays and process bottlenecks.
- Prepare training on the onboarding process and deliver to new client employees.
- Improve or automate existing vendor onboarding processes using existing or new tools such as process automation software.
- Invoice Management
- Review and process monthly vendor invoices for all IT product contracts (E.g., software and hardware purchases)
- Confer with Accounts Payable to ensure payment delivery by using internal monitoring tools.
- Meet regularly with vendors to resolve discrepancies on invoices and deliverables.
- Track all IT product and service contract invoice submission, approval and payment status and report out to ADRM leaders.
- Advise Contracting Officer's Representatives (CORs) on the invoice process and follow up to ensure timely approval.
- Develop training and process documentation on the invoice process.
- Improve or automate existing invoicing processes using existing or new tools such as process automation software.
- Complete regular and ad-hoc data calls related to invoicing and onboarding
This position allows for telecommuting because ongoing client office renovations. Candidates may be required to return to the client office in Suitland, MD a couple days a week at some point in calendar year 2024.
Required Qualifications
- BA/BS Degree or equivalent
- 5 years of professional experience
- Proficient in Microsoft Excel, Word and PowerPoint
- Familiar with collaboration tools such as Microsoft SharePoint, Teams and OneDrive
- Experience with Federal Government contracting
- Comfortable with regular customer and vendor interactions
- Proactive, independent and resourceful
- Eager to problem solve and improve process
Preferred Qualifications
- The following are considered pluses but are not required for candidate success:
- Experience with contract onboarding
- Experience with invoice acceptance and payment
- Experience with Inbox Management
- Training or experience with:
- Process Improvement
- Robotic Process Automation (RPA) tools such as Microsoft Power Automate or Uipath
