Mission:
Quantum Research is currently seeking a qualified Senior Analyst/Staff Synchronization Officer (SSO) to serve in support of the Headquarters Department of the Army (HQDA) G-8 Force Development Full Dimension Protection division (FDB) at the Pentagon in Arlington, VA. The Senior Analyst/SSO will support the Mobility and Force Protection programs. Current SECRET clearance required.
This position will support the G-8 Force Development (FDB) on a daily basis in the following capacity
Responsibilities:
- Support the Assured Mobility and Force Protection programs.
- In order to successfully perform the functions within FDB, the SSO needs to have an understanding and tactical and operational experience in Army units with the following types of equipment: Engineer (Tactical Bridging, Construction, Mines and Munitions, Counter Explosive Hazard, Engineer Support Construction, Engineer Command and Control, Sets/Kits/Outfits), Military Police (MP), Explosive Ordnance Disposal (EOD), and Chemical, Biological, Radiological, Nuclear (CBRN). This position will focus mainly on Assured Mobility and Force Protection.
- Plan, program, and budget for programs to include providing recommendations for funding of approved requirements, monitoring contracts and programs during execution years and the allocation of PM identified monthly production and depot delivery quantities in support of unit level distribution and redistribution planning by Army Sustainment Command (ASC) Lead Materiel Integrator (LMI).
- Develop a comprehensive annual strategy for assigned systems using established program requirements and approved facts and assumptions with regards to funding levels, and present the strategy to leadership for approval.
- Assist in the development of a Division level funding and investment strategies for the assigned portfolios.
- Monitor requirement and capability developments by attending and providing leader approved inputs at meetings and decision briefings. Develops and recommends for approval the DCS G-8 position required for development and fielding of new equipment and systems.
- Review and monitor G-3/5/7 priorities and provide recommendations in support of resourcing capabilities in support of Overseas Contingency Operations (OCO) and the homeland; develop and monitor non-theater distribution plans; and maintain close coordination with ASA (ALT), PM, DCS G-3/5/7, DCS G-4, and Army Commands (ACOMs)/Joint staffs and agencies.
- Review, analyze, and provide recommended inputs to key programming and equipment modernization documents to include the Defense Planning Guidance, The Army Plan, Army Modernization Strategy, and equipment allocation plans.
- Conduct analyses and assist in the development of findings, conclusions and recommendations relative to changes in doctrine; tactics, techniques, and procedures; training; sustainment; and threat capabilities and work to ensure such findings are reflected in approved program requirements documents.
- Assess the impacts of changing resource levels on assigned programs and within coordination rules in effect at the time of the tasking.
- Coordinate with ASC (LMI) material integrators to ensure distribution and redistribution plans are adjusted based on Army Senior Leader guidance, DARPL changes, or changes to the quantity of available equipment.
- Develop draft program and system briefings for presentation to senior leaders. Attend meetings which address the resolution of critical system related issues and provide meeting minutes, EXSUMs, and information papers that keep leadership apprised of issues and concerns and report/track all assigned action items.
- Maintain situational awareness regarding assigned programs, systems, and duties.
- Assist with programming and defending requirements thru the POM/PPBE process.
- Understand the latest modernization priorities/strategies and capabilities gaps and assist in applying these strategies to equipping, resourcing, and modernization efforts.
Requirements:
- Bachelors or Master's degree. Have a minimum of eight (8) years of experience and expertise in Force Development duties. Experience may be obtained at varying levels of Army organizations but candidates should have experience at most senior levels of the Army such as HQDA, MACOMs, or Army Service Component Commands.
- Must be able to work within a team environment, as well as independently
- Must be able to communicate effectively with team members, government personnel, and senior Army leadership
- Strong work ethic and ability to multi-task/manage multiple priorities.
- Experience working with and support the highest of senior leadership members is required
- This position requires a current DoD SECRET security clearance. Applicants selected will be subject to a government security investigation and must meet eligibility requirements for access to classified information. U.S. Citizenship is required.
