This position is located at Vandenberg Space Force Base, CA.

 

This position is not eligible for a (hybrid) telecommuting schedule / remote.  
 Tasks for this position must be performed largely on-site, but later assignments may be performed remotely. 

 

Essential Functions

  • Provide leadership, management, technical and professional direction to the workforce through supervisors and technicians responsible for Operation and Maintenance (O&M) functions in the areas of Data, Voice, Video, and Microwave communications and their associated subsystems.
  • Manage the operations of a 24-hour work center that provides monitoring and status for mission essential communications systems. 
  • Directly interface with Government representatives, such as the Range Engineer and Civil Engineer, to provide technical advice and recommendations on projects that may pose a risk to range operations if not mitigated. 
  • Compile and provide communications system status reports to Mission Operations prior to major operations or as requested.
  • Ensure operations and maintenance personnel are selected, trained, and qualified to meet contract requirements, government standards and in accordance with Collective Bargaining Agreement. 
  • Ensure on time delivery of Contract Deliverable (CDRL) Items, specifically the Network Implementation Plan (NIP).
  • Ensure procedures are developed and maintained to clearly describe current, approved procedures, performance standards, reporting, documentation requirements, and manage deviations from procedures using root cause analysis process. 
  • Ensure operations and maintenance personnel are scheduled to meet contract and mission requirements and personnel are recalled when needed to meet emergency requirements.  
  • Ensure the performance of all operations and maintenance personnel are effectively and proactively monitored to detect deviations and deficiencies and provide constructive feedback where required. 
  • Ensure the infrastructure and facilities are properly prepared, checked, and ready to meet mission requirements.   
  • Ensure preventive and corrective maintenance is performed in a timely and effective manner consistent with established standards and requirements. 
  • Ensure infrastructure degradation, failures, and maintenance outages are documented and reported in a timely way consistent with RGNext contract standards and requirements. 
  • Ensure all operations are conducted in accordance with RGNext contract personnel, facility, and system security standards and policies.
  • Ensures material, supplies, and property are ordered, stocked, and controlled to meet mission requirements consistent with RGNext contract standards.   
  • Ensure Human Resource's policies are known, understood, carried out and disciplinary action is performed in a consistent manner in concert with Human Resources.
  • Ensure compliance with RGNext quality program requirements and standards and participate in RGNext and government process improvement initiatives.
  • Provide technical advice to RGNext management, staff, and government personnel on issues, anticipated operability, maintainability, or logistical problems, potential new technologies, and participate in the planning and integration of new or modified facilities, systems, and new customer requirements.
  • Perform other duties as assigned.

 

Required Skills

  • Strong interpersonal skills for interacting with multiple customer organizations, government, RGNext management, and employees on operational, technical, and personnel issues. 
  • Strong analytical skills and the ability to prioritize work despite changing schedules and meet deadlines. 
  • Ability to manage a multi-cultural workforce. 
  • Ability to operate in a lean, high-performance, fast-paced organization within government provided facilities.

 

Required Experience

  • Bachelor's degree in science, engineering, business management discipline, or equivalent combination of education and experience. 
  • Eight or more years of experience with operation and maintenance of instrumentation, facilities, and infrastructure with at least five years at a supervisory level.  
  • Knowledge of the Universal Documentation System (UDS) processes.
  • Knowledge of local and remote environment range missions, preferred.
  • Knowledge of equipment manuals, technical orders, product specification sheets, blueprints, drawings, and engineering concepts.
  • Knowledge of the type of operations, calibrations, and maintenance of the instruments supporting Vandenberg Space Force Base mission, preferred.
  • Proficient at electronic, mechanical, troubleshooting, repairing, and maintaining system equipment.
  • Experience with government service contracts, preferred.

 

Additional Eligibility Qualifications

  • Occasional travel may be required.
  • The flexibility to work non-duty hours or on weekends to support specific project or mission requirements.
  • Must be able to obtain and maintain a DoD Secret Security Clearance, which includes U.S. citizenship. 
  • Valid U.S. Driver’s License required.

The salary range for this role is $82,450.00 - $129,062; however, RGNext considers several factors when extending an offer for employment, including but not limited to, the role and associated responsibilities, a candidate’s work experience, education/training and preferred skills, and knowledge.
