REACH Project is seeking highly qualified persons for the position of Operations Manager. This position provides overall management and supervision of services, budget management, professional standards compliance and implementation of policies and procedures. This position requires proven written and verbal communication skills, high level professionalism and ability to produce work effectively within a fast-paced and environment.
REACH Project was established in 1970 and is a locally valued and statewide and nationally acclaimed community-based agency with a geographic service area encompassing East Contra Costa County and the communities of Bay Point through Discovery Bay. Programs are delivered through an inter-agency “linking model” joining REACH Project with the Antioch Police Department, Brentwood Police Department, Oakley Police Department, Contra Costa County Behavioral Health and Alcohol and Other Drugs Services and Pittsburg Unified School District.
DUTIES AND RESPONSIBLITIES
Job Functions
- Implement quality-control program ensuring organization’s programs and services meet professional standards.
- Work with Program Managers to develop quality assurance policies, collecting data for analysis by program and service.
- Produce reports indicating outcome achievement
- Train staff on related policies and procedures
- Document results indicating degree to which standards and regulations are met.
- Supervise data analysts and/or administrative assistants
- Identify and set appropriate quality standards and parameters
- Communicate quality standards and parameters to appropriate staff
- Establish processes for client feedback
- Maintain compliance with federal, state, local, and organizational laws, regulations, guidelines, and policies
- Performs other duties as assigned.
Working Knowledge
- Required components of a Quality Assurance Plan as a component of Contra Costa County’s DMC-ODS Implementation Plan
- The county’s Quality Improvement Plan (QIP) committee
- Services timeliness of first initial contact to face-to-face appointment and coordination of physical and mental health services with waiver services at the provider level.
- Services available to DMC-ODS clients including Residential Services, Outpatient, Intensive Outpatient, Opioid Narcotic Treatment, Recovery Services, Case Management, Physician Consultation, Withdrawal Management and Access Unit
- Utilization Management / Utilization Review (Managed Care) such as number, percentage of denied and time-period of authorization requests, both approved and denied
- Grievance and fair hearing processes
- Collaborative processes, Client flow, Beneficiary notification, Access line, Treatment services, Coordination with Mental Health, Coordination with Primary Health and timely access to care and services
- Corrective action plans
- Evidence-based practices implementation, training and monitoring
- The relationship between federal, state and county Quality Assurance requirements.

- Proficient with Microsoft Office Suite or related software
EDUCATION AND EXPERIENCE
- Substance Use Disorder certification from CA Department of Health Care Services sanctioned professional certifying organization
- Bachelors Degree in related field (Masters Degree preferred)
- 5 years professional experience with similar responsibilities
- Bi-lingual English/Spanish language is highly desirable
- Proven analytical and problem-solving
- Effective supervisory and leadership practices
WEEKLY SCHEDULE
- This position may work evenings and Saturdays
ANNUAL COMPENSATION
- Salary range $63,391 - $88,778
