POSITION OVERVIEW:
Position Title: Manager Safety & Compliance
Reports to: Vice President Operations
Schedule: This position works normal business hours Monday through Friday and is required to work every third weekend to support the Operations Manager.
Primary Objective of Position:
The Manager Safety and Compliance (MSC) is responsible for leading the research, development, and deployment of safety policies, programs and initiatives that ensure the Red River Valley & Western Railroad (RRVW) stays in compliance with all regulatory requirements and continuous improvement to RRVW’s safety performance.
The MSC is instrumental in supporting the overall business plan and strategic direction of the company by supporting a world class Transportation/Operations team that understands, supports, and lives the RRVW strategy and core values.
Major Responsibilities:
· Create, maintain and continuously improves RRVWs’ safety performance by ensuring compliance with safety regulations and building commitment around the RRVW safety mission of a safe work environment free of injuries and incidents with the belief that all injuries and incidents are preventable.
· Ensure compliance with all Federal and State regulations required for railroad operations in all functional areas of the organization related to all railroad operations.
· Support the development of operating plans and strategies to achieve and align with RRVW’s business strategies and core values.
Additional Responsibilities:
· Assists in creating and maintaining a safe work environment by understanding, enforcing, and training safety regulations to RRVW employees, to build commitment around the RRVW safety mission of a safe work environment free of injuries and incidents
· Provides overall leadership, guidance and compliance pertaining to company policies, procedures and their intent
· Responsible for the compliance of all FRA, and state regulations governing railroad operations.
· Administer and manage the company’s drug and alcohol program and ensure compliance with Department of Transportation Federal regulations
· Ensures compliance with Federal Railroad Administration (FRA) regulations including but not limited to:
· FRA Compliance/Safety Programs
· FRA Part 172 – Hazardous Materials
· FRA Part 214 – Railroad Workplace Safety
· FRA Part 217 – Railroad Operating Rules and Practices
· FRA Part 218 – Railroad Operating Rules and Practices (Blue Flag Protection)
· FRA Part 219 – Control of Alcohol and Drug Use
· FRA Part 240 – Qualification and Certification of Locomotive Engineers
· FRA Part 242 – Conductor Certification
· FRA Part 243 – Training, Qualification, and Oversight for Safety Related Railroad Employees
· FRA Part 40 – Drug and Alcohol Regulations in the Workplace
· FRA Part 219 - Drug and Alcohol Regulations in the Workplace

· Annually review and make recommendations to executive management for improvement of procedures and policies regarding the safety culture, safe working practices, and regulatory compliance (please see the appendix to this job posting for a detailed list of job duties)
· Actively participates in research and implementation of software solutions that improves safety, train operations, and FRA regulation compliance
· Maintain, update, and review all safety related programs to ensure alignment and compliance with the FRA and OSHA
· Completes incident and injury reports as required
· Acts as a company representative when working with customers, vendors, public entities, and/or officials requiring transportation interface
· Prepares and administers the annual performance reviews for direct reports
· Develops, organize, communicate, and ensure the execution and compliance of all RRVW’s Rules, including, but not limited to, (ie: Transportation, Maintenance of Way, Mechanical, Haz Mat, Safety Rules, General Notices, General Orders, etc.)
· Administers engineer certifications and random drug and alcohol testing
· Supports the strategic goals of the department and company
· Works within company policies, as outlined in the RRVW employee handbook, and all guidelines and procedures as set forth by management
Expectations:
· This position requires 24/7 availability every third weekend to support railroad operations
· Limited travel is required
· This position primarily works in an office environment, but occasional field work may be required

Required Qualifications/Experience:
· Bachelor’s degree or equivalent experience
· 5 years of progressive responsibility in railroad operating fields
· Basic/standard computer skills (Outlook, Excel, Word, PowerPoint)
· Must have knowledge of the FRA Regulations, applicable Federal, State and Local laws throughout their territory along with extensive knowledge of GCOR
· Must have strong interpersonal communication skills
· Possess the ability to listen and respond well to questions with well thought out answers to questions
· Self-starter with a can-do attitude which is demonstrated in persistence to overcome obstacles along with setting and achieving challenging goals
· Strong analysis and problem-solving skills, is able to resolve problems in a timely manner, responds well to questions and demonstrates strong communication skills
· Strong business acumen – understands the business implications of decisions
· Possess the ability to read a situation quickly, good at focused listening and can effectively handle difficult situations
Preferred Qualifications/Experience:
· Master’s degree
· 10 years of progressive responsibilities in railroad operating fields
· Advanced computer skills (Outlook, Excel, Word, PowerPoint)
· Engineer or Conductor experience

This position is headquartered out of the Red River Valley & Western Railroad offices in Breckenridge, MN, approximately one hour south of the Fargo/Moorhead metropolitan area.
