Position Overview
The Director of Emergency Housing fulfills supervisory and program administration roles for licensing and accreditation of short-term residential care facilities. Oversees and directs staffing, administration and execution of all aspects of the program and house operations in all locations of EH in accordance with the mission, values and goals of Refuge for Women. Implement and oversee ongoing compliance aspects of policy and procedure requirements for grant sources, licensing and accreditation. Model healthy and loving relational boundaries in a home environment as clients heal and learn successful life skills. The Director is accountable for the administration of the short-term residential program and treatment and support services of the emergency housing program. Develops, coordinates, and provides overall administration of the program and keeps the Executive Director informed of needs and ongoing developments in agency operation. The Director is responsible for grant administration, data collection, and providing training and direct services when needed.
Summary of Responsibilities
Compliance and Clinical Services
- Leads and directs all quality management activities for the agency including resident care and relations, CARF and ASAM compliance, risk management and safety, performance improvement, and infection control.
- Develops strategic plans and policies for improved quality throughout the agency and works with National management to ensure compliance with regulatory agencies. Designs/Implements annual compliance plans.
- Directs projects, initiatives, regulatory sanctions, regulatory audits or exams, internal audits, accreditations, on-site reviews, risk assessments; audit planning, conducting mock audits, conducting audit training, managing audit evidence preparation, assessing audit preparedness.
- Leads compliance monitoring to identify process gaps, validate compliance levels, map processes, draft corrective actions/remediation plans, oversee implementation of corrective actions, prepare reports/presentations.
- Develop strong relationships with key leaders to identify and address compliance risks and failures and manage action plans designed to fully mitigate risk(s).
- Responsible for ensuring the Emergency Housing program and its assigned team members comply with all federal, state, and local regulatory agency requirements, including accrediting agencies. Responsible for ensuring all team members are familiar with and can effectively communicate with all current regulatory requirements.
- Responsible for proactively monitoring and addressing Emergency Housing program performance issues by: Maintaining daily, weekly, and monthly Emergency Housing program reports; Timely submission of Emergency Housing program daily, weekly, monthly, and quarterly reports
- Responsible for managing Emergency Housing program revenue collections to achieve target collection rates and for managing expenditures in accordance with budgeted allowances.
- Provide clinical supervision weekly for the clinical team on-sight with in-person meetings weekly
- Grant administration, management and compliance.
- Provide training on a number and variety of topics needed by the agency both locally as well as nationally.
- Coordinate training and development for staff and volunteers on required topics according to established HR policies, OIG regulations, accreditation regulations, and Refuge for Women program requirements
- Organizing and implementing the policies, processes, procedures and reporting mechanisms of the program
- Maintain positive, functional working relationships with community, government and referral agencies
Leadership Team Operations, Planning and Administration
- Coordinate and conduct outreach with local law enforcement, shelters, hospitals, clinics, court systems, churches and other agencies referring potential clients
- Assures the program is maintained in accordance with agency policy in relation to, but not limited to, cleanliness, implementation of program routine/schedule, and implementation of health and safety standards.
- Supports all functions that attain and maintain accreditation with regulatory agencies
- Maintain positive, functional working relationships with community, government and referral agencies
- Participates in the recruitment selection, hiring, training, and discipline of all personnel under direct supervision and that it is conducted in accordance with approved policies and procedures of the Refuge for Women Emergency Housing
Qualifications
- Master’s Degree in a human services field with a minimum of 5 years of supervisory experience
- Must be independently licensed in the state as one of the following: licensed psychiatrist, Licensed Professional Clinical Counselor (LPCC), Licensed Clinical Social Worker (LCSW), Licensed Marriage and Family Therapist (LMFT) or licensed psychologist
- 3-5 years of experience working with adults in recovery
- Minimum of 2 years of professional working experience with compliance, accreditation and licensing standards.
