Essential Functions
The Finance Director works under the general direction of the Chief Financial Officer and is responsible for the finance and accounting activities of Region 10 PIHP.
Under the general direction of the CFO, the Finance Director is required to perform some or all of the following duties, however these do not include all of the tasks which the employee may be expected to perform:
· Oversee all daily activity of the finance department, including payroll, accounts payable, accounts receivable, and general ledger
· Oversee the management of revenue and expenditures to maximize financial resources and maintain the fiscal responsibility of the PIHP, including financial analyses, fiscal compliance, and reporting
· Review and approval of the following tasks:
- Monthly bank reconciliation
- Payment initiation
- General journal Entry
- Oversight of claim reconsideration and reprocessing
- Monthly Use tax payments
- Quarterly IPA and Local Match Payments
- Annual IPA tax returns
- Responsible for coordination of the following projects:
- Annual budget preparation/review/amendment
- Annual financial audit preparation
- Annual compliance exam preparation
- Annual Federal Award Audit (Single Audit)
· Responsible for the timely preparation (including coordination of member CMHSPs) and submission for all MDHHS-required finance reports
· Routinely participate in senior management meetings to ensure comprehensive planning and coordination across essential functions
· Responsible for presenting finance reports to the Board of Directors
· Attendance at various meetings
· Other tasks as assigned
Minimum Qualifications (An employee must have the following credentials, training, and experience)
· Licensed Accountant in the State of Michigan
· Bachelor’s degree in Accounting
· Demonstration of strong proficiency in Microsoft Word and Excel
· Valid State of Michigan Driver’s License
· Must have access to transportation
Preferred Qualifications
· Master’s degree in Accounting
· Five years of experience in accounting with Michigan public mental health system
· Five years of experience in the Michigan CMHSP & PIHP system
