What are the responsibilities and job description for the Technical Project Manager position at Reli Group?
Responsibilities:
- Serve as the on-site contract lead for personnel throughout the Secure Flight PMSS contract.
- Manage a team of primary and sub-contractor consultants and analysts supporting the Secure Flight and Crew Vetting missions for passenger and crew watch list matching
- Determine requirements for and lead airline and airport implementation testing as the Secure Flight Test Manager for all on-boarding or transitioning entities submitting to the DHS Router.
- Determine eligibility of foreign and domestic aircraft operators to begin passenger operations into, out of, or over the Continental and Outer Continental United States based on test cases performed in a simulated environment
- Support the risk-based passenger screening program that enhances security by identifying low and high-risk passengers before they arrive at the airport by matching against trusted traveler lists, watch lists and known or suspected terrorist lists
- Lead analytic design and development initiatives for TSA Secure Flight, Vetting Programs Branch government personnel in conjunction with Customs and Border Protection
- Perform routine and ad-hoc investigative analysis, report generation, data aggregation, and data modeling
- Develop and present findings involving data trends and patterns to TSA, CBP, and industry stakeholders
- Work closely with database administrators and reporting teams to adjust reporting requirements as necessary
- Assist the National Transportation Vetting Center with special investigations regarding individual passenger occurrences or potential aircraft operator and airport compliance issues
- Manage and develop enterprise software capabilities to assist the Secure Flight Industry Performance and Analysis mission
- Provide assessment and process improvement of current and future metrics and systems
- Serve as E-Secure Flight Administrator and primary contact to industry and DoD/Military operations.
Requirements:
- 10 years of demonstrated individual functional subject matter expertise as well as cross functional expertise in the following areas: acquisition program management, strategic planning, business process engineering, finance, knowledge management, acquisition training, or Federal and/or OHS reporting systems
- Experience working with programming packages including Visual Basic, R, Python, SQL, HTML, and Java.
- At least 4 years in consulting or government contracting environment.
- Background in programming languages or Excel scripting/advanced formulas
- Prior work experience within DHS and/or TSA
- Strong decision making, leadership, and problem-solving skills
- Preferred certification in Program/Project Management (e.g., Project Management Institute (PMI) Project Management Professional (PMP), and/or Federal Acquisition Certification for Program and Project Managers (FACP/PM) Level II and above).
- Be able to obtain and hold a Public Trust clearance

The annual salary range for this position is $109,320.00 to $150,000.00. Actual compensation will depend on a range of factors, including but not limited to the individual’s skills, experience, qualifications, certifications, location, other business and organizational needs, and applicable employment laws. The estimate displayed represents the typical salary range for this position and is just one component of the total compensation package for employees.
