RT&T, a joint venture of InDyne, Inc. and Amentum Services, Inc. is the prime contractor to support the Atlantic Range Technical Support Services (ARTSS) for the Naval Air Warfare Center Aircraft Division (NAWCAD) headquartered in Patuxent River, MD, and with locations in Maryland, Virginia, and California.

ARTSS supports Atlantic Test Ranges (ATR) and Atlantic Targets and Marine Operations (ATMO) in research and development, engineering, maintenance, operation, support of facilities, systems, and equipment in order to meet the engineering development and operational testing and fleet training missions for some of the world’s premier systems. Our work with the U.S. Navy keeps the warfighter safe by testing systems before they are used in combat, and we are hiring personnel to support this important mission.

Background Information:

This full-time, onsite position supports the Aircraft Signature & Avionics Measurement (ASAM) Branch’s Electronic Warfare team within the Range Instrumentation Division (RID) at the Atlantic Test Range (ATR) in Patuxent River, Maryland. This team conducts ground-to-air Radar Cross Section (RCS), jammer-to-signal ratio, and chaff measurements relative to aircraft, helicopters, Unmanned Aerial Systems (USA), and towed targets and decoys. The integrated facilities provide telemetry, tracking data, range control, airborne instrumentation, and RCS data acquisition – all in a centralized workstation that allows analysis and display of the ground-to-air RCS measurements in real-time.

Duties & Responsibility Requirements Include:

  • Plans, directs, coordinates, schedules, and assigns the tasking of technicians performing scheduled operational tests and training events, scheduled preventative maintenance, and unscheduled maintenance and repairs of range systems, vessels, and equipment
  • Oversees the procurement of necessary materials and services to meet operational and maintenance requirements
  • Participates in and directs the planning of local and remote operational support, including the transporting and staging of systems, equipment, vessels, and personnel, the installation and configuration of systems and equipment to meet test and training event requirements
  • Oversees and initiates the operation and servicing of systems within the field, including training on said systems
  • Develops work plans required to ensure that all systems, vessels, and equipment has been checked out prior to scheduled test and training events
  • Oversees operator certifications and qualifications of technicians to operate range systems, vessels, and equipment
  • Interfaces and coordinates with the Government Technical Point of Contract (TPOC) frequently and on a recurring basis to ensure that operational, maintenance, and development requirements are met
  • Coordinate Future ATR Operations by coordinating with customers and Test Management to gather technical requirements for effectively planning ATR’s Electronic Warfare (EW) test events
  • Evaluate test requirements against available EW resources and capabilities to assist the test engineer in developing a testing plan
  • Work with Test Management to develop cost estimates and schedule EW test events, ensuring equipment availability, assigning EW operators to systems for test events, and clearing required frequencies with Spectrum Management for EW test events
  • Conduct ATR Operations by providing full system checkouts prior to testing events, ensuring health and performance of test equipment and operator proficiency
  • Test all signal files and scenarios to ensure expected system performance
  • Ensure communication systems are set up to assist test engineer for the day of the testing event
  • Notify Test Management of any obstacles or limitations of EW test equipment
  • Provide real-time direction to EW technicians to operate systems in accordance with the test engineer’s requirements
  • Provide system logs to customers at the completion of each mission
  • Provide feedback of ATR Operations by submitting EW charges upon completion of each mission
  • Provide weekly input to ASAM Weekly Activity Reports and EW Team Meetings
  • Provide after action reports for mission improvements to improve processes and procedures
  • Coordinates with customers and Test Management to gather technical requirements to effectively plan Atlantic

Education, Certifications, Experience, and Skill Requirements:

  • BS/BA Degree in engineering, business, or technical management degree from an accredited college or university
  • Minimum of six (6) years performing the same or similar functions as stated above
  • In lieu of a BS/BA Degree, a High School diploma or equivalent GED and a total of 12 years of work experience performing the stated or similar function, or an Associate’s Degree and a total of 10 years of work experience performing the stated or similar function.
  • Certifications and Licenses: (1) Commercial Driver’s License , (5) IPC J-STD-001, (5) IPC WHMA-A-620
  • An ideal candidate would have familiarity with RF Bands and EW threat emitters
  • Candidates must be detailed oriented with strong communication and leadership skills
  • Candidates must be able to work independently to complete tasking
  • Must be able to analyze information and requirements
  • Must possess a valid driver’s license
  • Selected candidate will be required to pass Drug Screening for employment

Security Clearance (required):

  • Must be able to obtain and maintain a United States Department of Defense (DoD) issued Top Secret (TS) Security Clearance throughout employment

Work Conditions:

Conditions will vary. Most work is performed in enclosed building, but some outside work may be required. Work will include sitting, standing, walking, lifting and reaching.
