Description
Responsible for coordination and administration of the county payroll system (over $10 million annually); preparation and filing of payroll taxes, benefit payments, and deductions; and maintenance of accurate payroll records and employee payroll files. Provides administrative, clerical and financial support to the Administration Office.
Full time and less than full time will be considered. Opportunity for PT telework. Flexible on start/end time each day.

Essential Duties
Coordinate and administer the county payroll process and system, in accordance with county policies, applicable union labor contracts, and state and federal rules and regulations. Audit employee time entries; prepare, verify, and implement employee information, wage, status, withholding, and deduction changes. Acts as subject matter expert on all matters pertaining to the payroll system.
Process payroll withholdings of taxes and benefits and ensure accurate distribution. Prepare and reconcile quarterly and annual payroll tax reporting including W-2 and W-3 preparation; 941 reporting; MN Unemployment Wage Report; and MN Department of Revenue reports.
Provide various year-end payroll reporting for various agencies, insurance carriers, State Auditor’s Office, and department heads as requested.
Works closely with all departments to coordinate payroll functions. Maintains spreadsheets to consolidate various information to reconcile to consolidated general ledger. Proof payroll reports to ensure accuracy.
Provides assistance to Finance Officer with reconciliation, journal entries, budget preparation, and various financial reports as needed.
Perform accounts payable functions as needed, including reviewing invoices and claims to be paid for accuracy and adherence to policy and procedures; coding claims for entry into the financial system; processing payments and issuing checks as approved.
Assists with room and motor pool scheduling, and travel arrangements for lodging and conference attendance and provides back-up to the receptionist as needed.
Provide miscellaneous support and back-up to Administration staff as needed.
Job Relationships: Internal Interactions with: All County elected officials and staff.
External Interactions with: General public, Other Counties, Cities, Elected Officials, County Organizations, State and Federal Organizations, Auditors, and a variety of State and Federal Departments.

Education and/or Experience:
Two-year degree in Accounting, Finance, Business Administration or a related field and four (4) years of progressively responsible payroll experience; or equivalent combination of education and experience. Bachelor’s degree and experience with IFS and CPUI software preferred. Must successfully complete a criminal history background check.
Selection Process
First round interviews will be held via technology on June 5th, 2024.
For those selected, second round interviews will be held in person at the Government Center in Olivia in the morning of June 12th.
