Facilitates the day-to-day operations of the Child Support Unit by case maintenance of PRISM and assists the Child Support Officers in their duties.
 
Acts to collect monies for all areas of potential agency claims. Determines parental fees and establishes collection procedure. Acts as claims and payments resource. Accounts for the receipt and distribution of funds and performs tasks related to the collection of debts owed. Acts as eligibility worker for Child Care Program. Acts as Fraud Investigator.ESSENTIAL DUTIES AND RESPONSIBILITIES INCLUDE THE FOLLOWING.  OTHER RESPONSIBILITIES AND DUTIES MAY BE ASSIGNED.
 
Support Enforcement (Priority A, % of Time 50%, Discretion A):
  • General Unit Duties
    1. Meet with clients to explain service and scope of IV-D
    2. Provide information and referral services
    3. Set up child support cases referred by Financial Unit
      • Interview clients to gather information
      • Send address and employment verifications
      • Transfer case to appropriate Child Support Officer
    4. Genetic Testing
      • Schedule parties for genetic testing when necessary or as requested
      • Follow procedures with the DNA collection process
      • Prepare DNA samples for mailing
      • Enter genetic test results in PRISM when received and notify parties
    5. Type and send correspondence, PRISM forms, letters, etc.
    6. Cooperate with other office staff, child support agencies, attorneys, the County Attorney, and the Court Administrator’s Office for efficient case management
    7. Compile and reconcile payment histories
  • Case Load
    1. Maintain locate cases. Attempt to locate absent parents and employers
      • Use document generation for address and employment verification, student and military or incarceration status
      • Use wage match, unemployment compensation reports and public safety inquiries to determine employment status and possible address
      • Use State and Federal Parent Locate System and Interstate Transmittal for location of absent parent address and employment information
      • Update PRISM with information when received
    2. Maintain arrears-only cases
      • Monitor cases for payments
      • Use locate tools when payments are not being received
    3. Maintain/update/verify insurance information that is available or in place for NCP/CP
    4. Uniform Interstate Family Support Act (UIFSA)
      • Prepare documents
      • Review information with custodial parent
      • Send and receive transmittals
      • Contact other states regarding information
 
Child Care Assistance Program (Priority A, % of Time 23%, Discretion A):
  • Conduct screening process of applicants and do interview for eligibility determination
    1. Assess general needs of applicant
    2. Assist in obtaining needed documentation
  • Determine Eligibility of Applicants
    1. Use existing rules, regulations and standards to determine eligibility of applicants and provide notification to applicant and affected parties/agencies
    2. Discuss, with client, existing choices
    3. Document all case information in MEC2, verify system computations and approve results using program-specific policies and procedures appropriate for situation
    4. Process information collected to assure accurate benefits
  • Review and examine reports for any changes
    1. Document changes in MEC2
    2. Assess continued eligibility as required
  • Maintain all child care provider information in MEC2
  • Monitor child care expenditures.
  • Maintain wait list as needed

Collections (Priority A, % of Time 20%, Discretion A):
  • Explore potential revenue and its impact
    1. Develop impact of possible changes in fee policy and its impact on agency revenue and budget items
    2. Investigate and suggest new areas for agency to maximize potential revenues
    3. Prepare studies to forecast impact of possible changes in fee policy and its impact on agency revenue and budge items
    4. Suggest and implement agency personnel training needs
    5. Act as a financial resource person for agency staff
    6. Represent agency in meetings
  • Manage the agency fee billing process and collection of overpayments
    1. Update the Agency Collection System (ACS), MAXIS, and RPM (Revenue Recapture) at least weekly
    2. Monitor claim activity on ACS and MAXIS
    3. Conduct personal interviews with clients regarding debts or fees owed to the county
    4. Pursue collection efforts by letter, telephone, revenue recapture, court action, etc.
    5. Collaborate with the Sheriff’s Dept. Fraud Investigator and County Attorney on potential fraud cases regarding case status on prosecution, collection, and restitution
    6. Provide necessary court documentation to utilize maximum fraud incentives
    7. Process quarterly state reports and monthly internal reports as mandated
  • Determine client fees and process billing statements
    1. Participate in client’s appeal process
    2. Train new personnel regarding agency fee policy and collections, emphasizing fiscal impact on their position
    3. Respond to questions and explain the fee requirements to persons responsible for payment
    4. Receive and resolve difficult complaints from the clients and agency staff concerning the agency’s billing and fee policies
  • Pursue appropriate collection activities
    1. Process delinquent cases for further activity to include
      • Conciliation court and hearings
      • Revenue Recapture
      • Garnishment of wages
      • Levy of checking and saving accounts
      • Judgement Renewal

Education and/or Experience: Three years of experience in work related to the collection of child support in a county social service agency. Knowledge of laws and regulations pertaining to child support, knowledge of data privacy, MFIP, Medical Assistance, Child Care and Minnesota Care; or two years of experience as a Support Enforcement Aide or Collections Officer; Three years of experience as a Financial Worker; or Four years of experience in collections work outside of a county social services setting; or three years of college with an emphasis in business or sociology.

Certificates, Licenses, Registrations: Driver’s License necessary, and Notary Public highly desirable.First Round interviews will be held via technology on Wednesday June 5th, in the morning

For those selected, 2nd Round interviews will be held at the Government Center in Olivia on Wed June 12th, 2024.
