About this Career Opportunity: SUMMARY:
Responsible for the
direct supervision, performance and career development of a team of career
professionals. Reports directly to Center Manager. Manages work load
distribution among career professionals and ensures that all their work meets
the quality standards set by project leadership. Performs daily quality
reviews. Provides 2nd tier support for program issues and job seeker issues that are beyond the scope of the career professional.
ESSENTIAL JOB RESPONSIBILITIES:
- Communicates project goals/objectives as well as contractual obligations, expectations and priorities to team. Ensures each team member understands his/her role in the process.
- Works with the Center Manager to improve performance, avoids disallowed costs, and rectifies case management deficiencies.
- Holds team members accountable for meeting their portion of project and center goals and objectives.
- Monitors performance of team against those goals monthly.
- Ensures that team complies with Board/ResCare policies and procedures, especially ResCare’s Code of Conduct. Addresses issues in a timely and consistent fashion.
- Monitors progress by individual team members who are on corrective action or performance improvement plans.
- Manages the outreach process in accordance with program and board policies to ensure all job seekers are engaged within the prescribed timeframe.
- Verifies that job seekers have not been allowed to soft close or have had their services go past due.
- Ensures all program and activity timeframes for enrollment, participation, and exiting (including sanctioning) are met and documented.
- Prepares mid-year assessments and annual RPM reports with each team member.
- Cross trains team members to back up other team members and build bench strength.
- Strategizes with Center Manager to evaluate and understand all performance goals at the beginning of each Program year and reassesses them throughout the year.
- Creates and implements controls necessary to impact each performance measure effectively.
- Monitors, analyzes and reviews performance reports with team members monthly. Adjusts team strategy as necessary to ensure performance goals are met.
- Prepares and submits internal quality check and external monitoring responses on time and completely.
- Uses TWIST Web reports and performance tools to analyze performance and develops work plans, as necessary, to maintain/exceed performance goals.
- Verifies quality checks to assure compliance with Federal, State, Board, and ResCare policies and goals. Ensures that services are provided timely.
- Supervisor approver of ITA’s and other program activities (Subsidized, WEX, OJT).
- Develops and implements necessary controls to ensure that internal quality checks and external monitoring have an error rate of less than 10%.
- Assures that team receives the necessary program, policy and procedural training to be successful in their jobs, making use of WebEx, Mentoring, classroom, workgroups, etc.
- Conducts, schedules, and documents On-the-Job Training for team.
- Ensures all team members complete the necessary ResCare certification training on time.
- Attends all mandatory ResCare and Board workshops, team development sessions, and team meetings as required to enhance job performance, knowledge and skills.
Position Requirements
QUALIFICATION/EXPERIENCE/EDUCATION:
- Minimum: Associates Degree from an accredited college or university. Prefer Bachelor’s Degree from an accredited college or university. Major in Management, Social Services a plus. A minimum of 5 years equivalent work experience in related field can be used in lieu of Bachelor’s Degree.
- Requires demonstrated team building and management skills, including work direction, performance monitoring, performance counseling, performance recognition, quality reviews, job seeker service skills, and development of team.
- Requires demonstrated experience working with various Federal/State programs, including Workforce Investment Act (WIA), TANF, SNAP E&T, TAA, and Employment services.
- Requires knowledge of Texas-specific applications, such as WIT, TWIST, and TIERS.
PHYSICAL REQUIREMENTS:
- Extensive verbal
communication, walking, standing, sitting, computer, phone, and deskwork
required.
- Some kneeling and lifting of up to 10 pounds required.
- Will work primarily
in a defined office environment with specified hours, although flexible hours
including overtime may be required.
- Interacts one-on-one and in groups with
individuals from a diverse range of backgrounds.
