SUMMARY
Under the supervision of the County Clerk, the Tax Roll Clerk is a nonexempt position under the FLSA that performs financial and administration duties. The primary duties of this position are the recording of deeds and court documents, maintenance of tax records, record keeping. Work is performed under the general direction of the County Clerk, but the employee has considerable latitude for independent judgment and initiative within established policies and procedures.

ESSENTIAL FUNCTIONS
- Assist with all Election duties as necessary.
- Recording of deeds and court documents in Clerk’s Transfer Records.
- Analyzing all legal descriptions and requesting split transmittal detail from the Appraiser’s office for partial property transfers.
- Responsible for maintaining all tax roll changes and adjustments for real estate, personal property, oil and gas and special assessments, through abatements, refunds and added tax transmittals.
- Maintaining the solid waste fee assessment roll.
- Responsible for the transfer of the certified values from the Appraiser’s Orion files to the tax administration system. Proving and resolving transmittal errors and posting all records to the real estate billing master and abstract master.
- Assists the general public with property ownership and tax roll inquiries.
- Works with software support to develop program enhancements.
- Computer entry of real estate changes. Tax roll valuation adjustments and fund account adjustments.
- Assist in election preparations, voter registration and various election duties.
- Performs the hour entry for timesheet data into the payroll system. Assists in proofing of payroll input.
- Assists with pre-election, election day and post election responsibilities as needed.
- Performs as needed the daily computer monitoring and backup procedures by assisting outside IT company.
- Acts as a backup for payroll preparation and all areas of election management.
- Assists the general public with the Homestead and Food Sales Tax Refunds.
- Sells hunting and fishing licenses and park permits. Does a monthly report and balances each month’s receipts with the general ledger.
- Storing and retrieving documents from the filing system.
- Responsible for processing intangibles tax returns, checking returns for residency and entering intangibles in the computer.
- Performs all other duties and responsibilities as assigned.
- Preparing of real estate file maintenance for storage.

KNOWLEDGE, SKILLS AND ABILITY
- Knowledge of Generally Accepted Accounting Principles (GAAP) and/or Government Accounting.
- Knowledge of computer systems management and data entry, report preparation, accounting and office procedures.
- Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents.
- Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community.
- Ability to calculate figures and amounts such as discounts, interest, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra.
- Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.
EXPERIENCE AND/OR EDUCATION
- One to two years related experience and/or training; or bachelor’s degree (B. A.) from four-year college or university; or equivalent combination of education and experience.
