JOB SUMMARY
This position performs administrative work in developing and implementing recreational activities for the Richland County Recreation Commission (RCRC) to meet the needs of individuals with physical, mental, emotional, and developmental disabilities. Work involves supervising staff and volunteers of programs and activities, including administrative duties such as recruiting, hiring seasonal staff and scheduling, etc.; maintaining records of volunteer hours and schedules; planning, organizing, and promoting summer and winter recreations camps; ordering and maintaining inventory of equipment; monitoring serviceability of equipment; and assisting with special events as required. This position also coordinates and ensures that the use of athletic fields, gymnasiums, and other facilities within the geographic area are available for activities. 


ESSENTIAL JOB FUNCTIONS
• Oversees the planning, implementation, supervision, and coordination of adaptive recreation programs and programs for special populations, including, but not limited to the physically challenged, mentally and developmentally disabled, veteran groups, and other identified groups where specific needs can be appropriately addressed. 
• Perform administrative duties, including budget preparation, submittal of budget requests, monitoring the assigned budget, completing monthly reports, documentation assessments of participants, and maintaining and updating files. 
• Plan and develop programs by surveying client’s needs, coordinating special events and workshops, researching accessibility for outings, and contracting organizations by phone before outing 
• Serve as a liaison for the department on various committees, task forces, and coalitions that deal with the disabled. 
• Prepares, reviews, and maintains financial information reflecting program revenue, expenses, and participant counts.
• Evaluates programs, including statistics, counts of spectators/participants, and participant/volunteer feedback.
• Develops specific programs which address the need for recreation, athletics, education, social development, and creativity. 
• Directs, coordinates, and supervises programs, classes, and events for all age and sex groups, including, but not limited to, all levels of disability. 
• Driving to and from different locations within the Agency. 
• Coordinate contracts with vendors seeking community-based therapeutic recreation services and manage all contract requirements, including staffing billing and documentation.
• Supervises volunteers, staff, and interns in the implementation of planned activities and delivery of services.
• Plans, organizes, and promotes summer recreational camps; specifically oversees the Recreation’s "Blue Ribbon Camp Sunshine" – a camp for those with special needs. 
• Develops individual therapeutic plan to aid campers in achieving success during their involvement in activities. 
• Develop and manage the program registration process to include interviews with clients.
• Maintains records of volunteers, including hours and schedules; assists in determining insurance and contractual matters for volunteers and division-related leagues. 
• Orders and maintains equipment inventories for programs and events; monitors serviceability and equipment inspections. 
• Oversee the maintenance of the related building, and reports problems and concerns to the maintenance department to ensure safety and cleanliness. 
• Speaks and makes presentations at community groups, churches, schools, and civic organizations to support program development and relationship building.
• Ensures full-time, part-time, and seasonal staff complete RCRC required training: First Aid/CPR/AED, customer service, child development, etc.
• Solicits private contributions in support of division-related programs in conjunction with the RCRF.
• Submits paperwork such as check requests, inspection reports, and maintenance requests as needed.
• Performs related duties as directed when such duties are a logical and appropriate assignment to the position. 


MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS 
• Bachelor’s degree with major coursework in therapeutic recreation, recreation, physical education, special education, or a related field with specialized training in working with the disabled. 
• Three (3) years of related work experience in therapeutic recreation program planning, implementation, and operations, including three (3) to five (5) years of supervisory experience. 
• Or the equivalent combination of education and related work experience. 

 

CERTIFICATION, LICENSE, AND SPECIAL REQUIREMENTS 
• Must possess a valid Driver’s License to drive an RCRC vehicle and produce an acceptable 10-year driving record.
• Hold Cardiopulmonary Resuscitation (CPR) certification (obtain it within the required time frame of hire date)
• Certified Therapeutic Recreation Specialist (CTRS) preferred.
• Certified Parks and Recreation Professional (CPRP) preferred.

 
KNOWLEDGE, SKILLS, AND ABILITIES 
• Knowledge of education and programs appropriate for all age and sex groups, including people with various levels of disability.
• Knowledge of how to operate office equipment.
• Knowledge of Microsoft Word and Excel.
• Skill in organizing.
• Skill in communicating, both verbally and in writing.
• Ability to compare and/or judge the readily observable, functional structural, or compositional characteristics of data, people, or things. 
• Ability to communicate effectively with staff families and with individuals with physical developmental, and intellectual challenges.
• Ability to exercise tact and be courteous in contact with others.


PHYSICAL DEMANDS
The work is sedentary work and requires exerting up to 10 pounds of force occasionally or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects, including the human body; work may also require balancing, feeling, manual dexterity, grasping, handling, perceiving sounds at normal speaking levels, distinguishing among sounds,
kneeling, lifting, mental acuity, pulling, pushing, reaching, repetitive motion, speaking, standing, stooping, expressing ideas by spoken word, shouting above noises, visual acuity for data/equipment/inspections, and walking.
