GRANT AND CONTRACT WRITER


DEPARTMENT: Fiscal

STATUS: Full-time / Exempt

REPORTS TO: Controller

SUPERVISES: May supervise subordinates as assigned


JOB SUMMARY: The primary function of this position is to locate and acquire new funding sources for tribal departments and programs through preparation of grants/proposals. This position provides administrative support for tribal programs and proposal writing for the Dry Creek Rancheria Band of Pomo Indians. The Grants and Contracts Writer is responsible for seeking grants and contracts to address the needs of the Tribal community as indicated by the Tribal Council and the Dry Creek Board of Directors. The work requires initiative, creativity and punctuality in producing proposals and submitting grant applications. An incumbent in this position must have demonstrated professional level skills and abilities in grant research, writing and contract management.


JOB RESPONSIBILITIES:


  1. Write proposals to obtain new grants, contracts or other outside funding for new and existing Tribal programs.
  2. Write grant progress reports, as needed.
  3. Analyze funding sources to determine what will best meet Tribal needs.
  4. Identify funding sources in both public and private sectors.
  5. Work with program personnel to develop and maintain Bureau of Indian Affairs Program Contract Modules.
  6. Write proposals for existing programs to secure continuing funding from the same sources and develop new funding sources.
  7. Develop and maintain a contract and grant database consisting of contract and grants, funding sources, reporting requirements, funding period, responsible staff or department and other essential data.
  8. Provide technical assistance to all Tribal programs for proposal writing techniques, style and content.
  9. Research funding sources for Tribal programs. Perform all duties required for grantsmanship; including, but not limited to, research, data compilation and data analysis.
  10. Research federal rules and regulations for proposal and contract requirements; obtain application packets.
  11. Meet with program staff, Tribal Council members, administrative staff, agency officials and others involved in the Tribal program needs and goals.
  12. Prepare regular and periodic status reports of all pending proposals for Tribal Council and Tribal members.
  13. Compile and maintain a reference library for use by Tribal employees, Tribal Council and Tribal members to aid in research of funding sources.
  14. Subscribe to publications and purchase materials which will keep Tribal Administration abreast of developments in the funding sources; including, but not limited to, foundations and other grant funding.
  15. Monitor grant and contract compliance.
  16. Notify Administrative staff of grant status.
  17. Assist departments/programs with contract/grant modifications, amendments, and other areas as appropriate.
  18. Other related duties as assigned.

QUALIFICATIONS:

  1. BA or BS Degree in public administration, business administration, economics, social work, psychology, sociology or related field required;
  2. Minimum of five (5) years professional experience in grant preparation, writing and administration required; at least three (3) years of experience must be with a tribal government or organization providing services for Native people;
  3. Strong analytical skills and attention to detail are a must;
  4. Must be computer proficient in MS-Office (Word, Excel, PowerPoint), MS-Outlook and Adobe Acrobat;
  5. Knowledge of federal and state laws, regulations and guidelines governing all aspects of Tribal operations;
  6. Knowledge of economic and feasibility studies development as related to Tribal programs and services required;
  7. Skill in oral and written communications and presentations to a wide variety of audiences;
  8. Skill in understanding and interpreting complex laws, rules, regulations, policies and guidelines;
  9. Must be able to possess and/or qualify for a valid California driver's license (appropriate level) required;
  10. Must be able to read, write, speak and understand English.

  2. Must have manual dexterity to operate a computer and other necessary office equipment;
  3. Must be able to manage a number of priorities simultaneously and meet deadlines;
  4. Must be able to respond calmly to the conditions of internal/external customers;
  5. Must be able to work harmoniously with co-workers and work as part of a team;
  6. Must be able to sit and/or stand for extended periods of time;
  7. Must be able to work at a fast pace and in stressful situations;
  8. Must possess excellent oral and written communication skills;
  9. Must be able to work independently and be self-motivated;
  10. Must be able to lift and carry up to twenty-five (25) pounds;
  11. Must present a professional appearance at all times;
  12. Must be able to respond to visual and aural cues.
