Position Overview

Oversees the people who lead external technical projects from initiation to delivery. Manages and prioritizes the project stream, working with internal customers to determine project definition and business requirements. Provides budget analysis, resource allocation and coordination of project activities that may be across functional areas within the organization. Assigns and monitors work of technical personnel, ensuring that project steps are in alignment with business objectives, on-time and within budget. Monitors reliability and any internal issues that appear as a result of the project. Selects, develops, and evaluates personnel to ensure the efficient operation of the function. Direct people-management responsibility is typically required.  Assists Branch Chief in providing leadership, mentorship, and management to entire team assigned to the assigned classified Special Access Program. Serve as Branch Chief in the absence of a civilian NH-04 civil service employee. Assists with the oversight for all aspects of execution on a $200M annual Special Access Program Will have primary responsibility for a classified portion of assigned program classified at the SAP level. Efforts will utilize developed TTPs over years of involvement with this aspect of assigned program (further details require proper program read-ins via special access channels). Will oversee/coordinate on all aspects of aircraft leasing and associated operational TTPs

Help resolve issues that arise with all matters associated with cost, schedule and performance. Coordinate operational capability requirements between user and contractor, determine adequate solutions, and assist in translating into executable contract language. Provide program-wide long-term continuity for local civilian, military leaders, and government contractors.

Responsibilities

Works on problems of diverse scope where analysis of information requires evaluation of identifiable factors. Devises solutions based on limited information and precedent and adapts existing approaches to resolve issues. Uses evaluation, judgment, and interpretation to select right course of action. Work is done independently and is reviewed at critical points. Enhances relationships and networks with senior internal/external partners who are not familiar with the subject matter often requiring persuasion. Adapts style to differing audiences and often advises others on difficult matters.  Assists Branch Chief with all facets of leadership and decision making in regard to long-term problem solving in areas of manning, personnel issues, budgets, and program vision.  Directly supports long-term well-being, support, and empowerment assigned personnel. Advises Program Office on personnel status, mission status, maintenance requirements, budget execution, and provides task prioritization and oversight to all personnel. Assists with the oversight and support for a Department of Justice program. Assist in preparation and coordination of contract SOW and CDRL between Program Office, Government Contract Officers, Legal and the contractor.  Review contractor CDRL submittals for completeness and accuracy per contract requirements and provide results to Program Management Office. 

 

Advise on technical evaluations of contractor proposals for both Air Force program management personnel and Government COs. Coordinate between Government CO, Government Quality Assurance Evaluators and contractor on evaluation results of contractor development and manufacturing performance and assist with implementation of corrective actions as required. Assist with developing acquisition strategy, project schedules, program plans, financial plans and other time-sensitive documentation. Assist with development of test procedures for system integration and developmental test and evaluation for new system installs. Assist with resolving technical problems associated with the integration of new capabilities. Coordinate sustainment requirements for system upgrades and system improvements. Analyze and report on contractor generated technical data, technical manuals, and engineering changes. Provide technical and management analysis during the development, integration, and test phases of newly installed systems. Coordinate financial status with PM and 645 AESG budget offices. Assist with preparation of program briefings on acquisition, financial, and technical improvement projects. Assist USAF PMs in monitoring contractor schedule and performance. Research existing and evolving technology for application to the program. Reviews, analyzes, evaluates and makes recommendations on developmental and sustainment issues related to highly specialized classified systems/missions.

Provides strategic technical role in the development and execution of modification efforts ensuring system requirements match specific platform needs.

 

Leverages the latest in technological developments. Monitors technology, analyzes proposals, and evaluates concepts to determine technical feasibility and military applicability of aircraft support equipment and aircraft maintenance support plans. Evaluates contractor’s performance from a technical standpoint on special access aircraft providing management and guidance as directed by PM on all aspects of effort from inception to aircraft delivery. Provides technical assistance in managing Special Projects acquisition programs utilizing cost estimating techniques to assist the PMO in establishing program Life Cycle Cost Estimates (LCCE). Advises PMO in the transformation of operational command mission requirements into technical specifications and contractor statements of work.

 

Responsible to Program Contracting Officer (PCO) and PMO in the performance of technical evaluations of contractor cost proposals for accuracy, breadth of scope, and value. Validates Department of Defense (DoD) Contractor developed technical specifications for systems / hardware / software against Capability Development Document (CDD) requirements. Validates milestone based system performance verification testing against stated system Key Performance Parameters (KPP) and threshold and objective parameters Utilizes Earned Value Management based performance measurement guidelines to monitor contractor schedule and cost performance Utilizes inputs from various maintenance data collection systems to analyze aircraft Quality Performance Indicators and make recommendations to improve aircraft reliability, maintainability, and availability rates. Evaluates and guides contractors on special access aircraft providing management and leadership from program inception through aircraft delivery. Develops and presents briefings, reports, decision papers, and acquisition program documentation to senior customer and government personnel upon request. Verifies Contractor Data Requirements Lists adhere to contract requirements and reports anomalies to PM

Conducts preliminary and advance technical design studies supporting the preparation of engineering proposals and the establishment of systems architecture and design Assists with the creation/management of emergency orders/quick reaction contracts to address critical issues

Qualifications

Required:

  • Minimum of 12 years of related experience with a Bachelor’s degree; 8 years with a Master’s degree; PhD with 5 years’ experience or equivalent experience is required for an employee at this level. 
  • A current TOP SECRET/SCI Security Clearance
  • At least 10 years of prior Special Operation Forces Acquisition/Logistics experience
  • A proven track record in problem solving, decision-making, critical thinking, financial management, logistics and concept development
  • Knowledge of Department of Defense acquisition initiatives and DoD 5000 series acquisition regulations
  • Proficient in presentation, written and verbal communication skills
  • Defense Acquisition University Program Management Level III
  • Defense Acquisition University Logistics Level I (Level II Highly Desired)
  • Special Program Tradecraft Training (Mandatory)

Desired:

  • Bachelor’s degree in Management/Business (MBA Highly Desired)
  • At least 20 years of prior military experience (Acquisition Officer Mandatory)
  • At least 15 years of combined experience in depot level maintenance, aircraft leasing, logistics, and acquisitions
  • At least 15 years of contract execution, management, and logistics experience

Global Comp

$140,000 - $150,000 This represents the typical compensation range for this position based on experience, location and other factors.
