Position Overview 

 

RMGS, Inc. is currently recruiting a Strategic Concept Developer at Camp Lejeune, North Carolina, in support of Marine Forces Special Operations Command (MARFORSOC) Assistant Chief of Staff (AC/S) Combat Development and Integration AC/S for Strategy, Plans, Concepts, and Assessments (G-5).

 

This position is contingent upon contract award. 

 

Roles and Responsibilities 

 

  • Provide research, publication, outreach, functional, analysis, assessments, and administrative support, as required, to assist in the development of products, processes, and forums in support of the MARFORSOC Futures development, to inform and educate USSOCOM decision makers on the employment and integration of MARSOF and inform and educate service contributions to USSOCOM.
  • Develop the Future Force Capabilities Development Forum process and procedures, in synchronization with relevant USSOCOM, service, and MARFORSOC processes.
  • Facilitate the full implementation of the Future Force Capabilities Development per COMMARFORSOC guidance and in conjunction with USSOCOM guidance.
  • Facilitate a venue for the command's senior leaders to build a command understanding across the Doctrine, Organization, Training, Materiel, Leadership and Education, Personnel, Facilities, and Policy (DOTMLPF-P) spectrum on the current and emerging operational and strategic environments.
  • Provide research and analysis to support MARFORSOC strategic posture in an uncertain future.
  • Provide research and analysis on national, USSOCOM, and service strategy, guidance, concepts, plans, policies, and directives.
  • Provide research, analysis, and assessments to support the anticipation and development of opportunities that may shape, drive, and implement meaningful, relevant change across both the service and SOF enterprises, in support of Commander USSOCOM guidance and priorities.
  • Provide research and analysis that informs USSOCOM Strategic Planning Process (SPP) and service combat capabilities development processes and assessments.
  • Facilitate the integration of planning and programming. Provide research and analysis to support the establishment of programmatic priorities that inform the development of Major Force Program (MFP) 11 and MFP 2 POM submissions.
  • Facilitate command decision making that translates concepts into tangible capabilities and results.
  • Provide consolidation reports that analyze readiness across MARFORSOC. These analyses shall provide decision makers with predictive analysis to enable proactive planning for enhanced force readiness.

 

Required Qualifications and Experience

 

  • Must possess a Bachelor's in Military Science or related field preferred.
  • Expertise in concept development with focus on Force Design and Force Development concepts.
  • Experience in concept development from initial concept to implementation.
  • Experience in service level studies and analysis related to concept development.
  • Experience in designing and conducting concept experimentation and wargaming.
  • Knowledge of concept implementation through DOTMLPF-P analysis.
  • Familiar with Concept Implementation programming, budgeting, and execution.
  • Demonstrated ability to conduct component level headquarters correspondence and briefings.
  • Minimum of 2 years' experience serving in the Department of Defense on a O6 level or higher Military staff, performing executive functions and bi-lateral information flow between the Commander and subordinate units.
  • Prefer service in a Special Operations Forces billet for a minimum of 2 years.
  • Must have knowledge of Marine Corp Planning Process, Joint Planning Process, or equivalent military planning process.
  • Possess a working knowledge of MAFORRSOC organization, structure, and mission.
  • Must have knowledge or experience in organizational analysis or design.
  • Should have experience designing and conducting war gaming in support of capability development/force design.
  • TOP SECRET/SCI clearance required.
