DEFINITIONThis position is responsible for providing hands-on accounting and budgeting support to a local School Department, including reviewing district processes and providing guidance, support and direction to those carrying out accounting activities in other departments. Position is responsible for budget forecasts, account reconciliations, end of year financial reporting and payroll set-up and rollover process. ESSENTIAL FUNCTIONSThe essential functions or duties listed below are intended only as illustrations of the various type of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related, or a logical assignment to the position.• Assist the Director and all Finance staff in all tasks• Provide oversight to the accounting operations. Review administrative and accounting procedures and practices in the district and make recommendations to improve business operations in the district. Provide assistance to other finance office staff with proper accounting procedures. Ensure that digital how-to documentation and action items spreadsheet• Provide training and documentation to district personnel in accounting practices and procedures where needed. Gain thorough knowledge of Munis accounting software and any other software used for finance and operations.• If needed, participates in planning and implementation of new financial or operational software.• Monitor the Accounting and Human Resources software to ensure the data integrity of the system. Update user security roles in the accounting system for new users.• Gain thorough knowledge of Department of Elementary and Secondary Education (DESE) chart of accounts. Provides training and oversight to financial staff on proper use of chart of accounts. Ensure district account creation aligns to DESE codes. Reviews spending to align to the DESE chart of accounts on an ongoing basis.• Perform journal entries in the accounting software. Perform monthly reconciliations for revenue and expense accounts.• Research and fix any issues found in financial entries.• Complete fiscal close reconciliations and reporting.• Complete quarterly profit and loss and balance sheet for food service fund. Audit the food service management company invoices for accuracy and compliance with contract.• Oversee financial transactions and reconciliation of student activity fund.• Participate in financial planning, budget preparation, and budget control.• Develop financial projections, estimates, and comparative data for administrative decision-making and quarterly reporting.• Collaborate effectively with Human Resource Dept on any employee changes to ensure budget control and proper accounting of position changes.• Update position control payroll tracking spreadsheet and financial software as position changes and hiring occurs. Keep payroll tracking spreadsheet updated weekly for use in quarterly reporting and budgeting. Complete complex accrual calculations for mid-year payroll changes. Track the reasons for budget to actual changes in detail for reporting.• Provide external reporting so that the reporting needs of the Massachusetts Department of Education, the local School Committee and the other entities can be met. • Gather and organize and audit budget and expenditure data, and input majority of the data into the DESE End-of-Year Report(EOYR). Troubleshoot and resolve any errors on the EOYR. Submit EOYR to DESE after review of Director of Finance and Operations.• Act as primary point of contact for auditors. Review requests of auditors with Director of Finance and Operations and retrieve data/materials for auditors.
