Job Summary

This position supports the Parks and Recreation division. This role is responsible for managing the operations of and assisting with the overseeing, management, planning, organizing, and implementation of special events, community events, cultural events, and community outreach. Work involves ensuring that events are successful and cost-effective through assisting in developing and managing operating budgets and researching and recommending changes in event operations. The incumbent will work under the supervision of the Recreation Operations Manager. The employee in this role will have both supervisory and administrative responsibilities. Coordinate and assist with Rockdale County Internal and External events at various facilities and venues. Work is reviewed for accuracy and the nature and propriety of the final results; which include inspection and observation of the condition of facilities/areas maintained, recreational programs and services delivered, recorded revenue, as well as by written and oral reports compiled.


Essential Functions

Plans, directs and implements a varied program of parks and recreation activities and services, special events, community events, cultural events, and community outreach to meet the needs of the public. 

Coordinates and facilitates special events, and internal and external events for the county, including themes, concepts, and objectives concerning organizational goals and commission initiatives. 

Facilitate various sponsorship sale opportunities. 

Ensures events and outreach activities adhere to the established time constraints. 

Research and recommend opportunities for special events and community partnerships with outside organizations. 

Serves as a liaison between county departments, business owners, and vendors in coordinating special events. 

Coordinates the work activities of employees and volunteers at events.

Participates in developing the budget for special events; revenue collection/deposits and compiling event billing. 

Participates in the negotiation of event contracts and service agreements. 

Handle and process all Special Event Applications for Rockdale County Parks & Recreation.

Explains and interprets rules and regulations, fees and charges, as well as event operations to event patrons; enforces or refers enforcement to proper authorities. 

Prepares and maintains various operational reports on attendance, inventory, revenues, and related information; presents reports and outcomes of events. 

Approve or review requisitions for materials and supplies for event operations and maintenance; supervise and maintain revenue records; manage event expenditures. 

Meets with organized groups, committees, individuals, or other interested parties to provide information, assesses community-wide program needs and interests, formulates new programs, and further public relations for the county. 

Prepares and disseminates logistic memos, creates and manages event files, staffing for events, coordinating physical equipment and production set-up, and completing event summary notes. 

Additional DutiesEmployees in this classification may be expected to perform any related duties as required by proper authority.

Knowledge, Skills, and Abilities

Knowledge of Rockdale County procedures and ordinances.

 

Knowledge of event planning methods and principles. 

Knowledge of current trends and developments in the field of parks and recreation management as it relates to special events. 

Knowledge of budget preparation and administration. 

Knowledge of the principles of supervision, organization, and administration. 

Knowledge of the basic laws, rules, and regulations relating to the use of facilities applicable to County operations.

Skilled in prioritizing, organizing, and managing multiple simultaneous projects.

Skilled in preparing clear and concise reports, including oral, written, and audio/visual presentations. 

Skilled in applying independent judgment, personal discretion, and resourcefulness in interpreting and applying guidelines. 

Skilled in developing marketing and advertising materials. 

Skilled in gathering and analyzing information and making recommendations based on findings and in support of organizational goals.

Skilled in operating computers and related software applications. 

Skilled in budget analysis and financial/accounting principles. 

Skilled in communicating effectively with a variety of individuals. 

Skilled in coordinating the work of others and prioritizing work assignments. 

Skilled in resolving problems or situations requiring the exercise of good judgment. 

Skilled in preparing clear and concise written reports.

Skilled in interpreting policies. 

Ability to effectively, efficiently, and safely complete assigned tasks promptly. 

Ability to manage events of all sizes with responsibility for designated areas of operation. 

Ability to prepare and maintain reports and conduct research and special studies. 

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials, and members of diverse cultural and linguistic backgrounds.

 

Working Conditions

 

Work is performed at various facilities and venues in indoor and outdoor environments, with potential exposure to adverse weather conditions.

 

Minimum Qualifications

  1. Bachelor's degree in Parks and Recreation Management, Event Management, Project 

   Management, or related field.

  1. One (1) year progressively responsible experience in coordinating special events.
  2. OR have a combination of education, training, and experience that is equivalent to #1 and #2 

   above that provides the requisite knowledge, skills, and abilities for this position.

  1. Valid Georgia Driver’s License.
