Job Description
A Planner performs a variety of professional and technical duties directly related to planning and community development in the City of Royal Oak. The position is part of the Community Development Department/Planning Division. Assignments are received from and performed under the direct supervision of the Director of Planning. Overall department/office policy and work methods are established by the Director of Community Development. Supervision over subordinates may be required. Essential Job Functions
A Planner may be called upon to do any or all of the following: (These examples do not include all of the tasks which the employee may be expected to perform .)
Communicate city policies and regulations to residents, business, and property owners.
Coordinate the review process of planning activities with staff members and outside agencies/parties.
Assemble, analyze, and track data to be used in a variety of planning studies such as traffic, land use, zoning, housing, population, etc. and redevelopment incentives such as brownfield plans.
Create maps, charts and other graphic illustrations summarizing results studies and research. Write preliminary reports and recommendations on the above referenced matters.
Coordinate all aspects of the CDBG-funded single-family, owner-occupied housing rehabilitation program which provides no and low interest loans to low- to moderate-income homeowners.
Communicate with applicants and qualified contractors.
Process all applications, bids, payments, mortgages, insurance, etc.
Coordinate property inspections, develop, and distribute bid specifications for requested rehabilitation work.
Process and attend mortgage closings.
Coordinate agreements between property owners and qualified contractors.
Oversee qualified contractors to ensure completeness of requested rehabilitation work.
Organize and process the program"s outstanding loan portfolio.
Provide staff assistance to the Rehabilitation Board of Appeals, Brownfield Redevelopment Authority, Zoning Board of Appeals, Planning Commission, and other boards and committees at meetings after normal working hours.
Perform related work as required.
KSA
Education & Training - A Planner, upon application, shall have the following training and experience:
Grade II Graduation from a recognized college or university with specialization in municipal planning or allied fields, supplemented by experience in professional governmental planning.
Grade III Graduation from a recognized college or university with specialization in municipal planning or allied fields, supplemented by considerable experience in professional governmental planning.
Licenses: A valid motor vehicle operator's permit. Qualifications for Employment -
Knowledge of the accepted principles and practices of municipal planning.
Knowledge of the techniques of research and investigation as related to municipal planning.
Knowledge of basic homeownership fundamentals.
Ability to communicate effectively orally, in writing and at public meetings.
Ability to perform drafting, sketching and lettering functions.
Ability to apply computers to departmental functions and knowledge of basic office software programs.
Ability to maintain good working relationships with fellow employees and the general public and to communicate effectively.
Initiative in carrying out independent research studies.
