Overview:
As our new Controller, you will be reporting to the Chief Financial Officer and responsible for overseeing financial operations, budgeting, accounting, and reporting for a master-planned district in Texas (Sandow Lakes Ranch) that includes landfills, asset retirement obligations (AROs), and water rights and permits. This position is vital for maintaining financial stability and compliance within this complex environment.
What you need for this position:

  • Bachelor's degree in accounting or a related field (Master's degree or CPA preferred).
  • Substantial experience in financial management and accounting, particularly in real estate with landfills, AROs, and water rights.
  • In-depth knowledge of GAAP financial principles, accounting standards, environmental regulations, and contractual agreements related to these assets.
  • Proficiency in financial software and tools, including Yardi.
  • Strong analytical, problem-solving, and communication skills.
  • Ability to effectively manage complex financial operations and ensure compliance in a specialized environment.
  • Ability to travel up to 2.5 hours from Dallas from time to time to the master-planned district site (5% of the time)

What you'll be doing:

Accounting Reporting:

  • Manages all accounting operations including:
  • Tenant/contractual billings and Revenue recognition
  • Accounts receivable
  • Accounts payable
  • General ledger
  • Job cost accounting
  • Maintain the venture bank balance and prepare weekly cash flow forecasts.
  • Manage all vendor accounts and sub-vendors.

Financial Reporting:

  • Lead the monthly-close process for the venture.
  • Prepare and distribute comprehensive monthly financial statements, including detailed disclosures and schedules related to balance sheet and statement of operations accounts including landfill management, AROs, and water rights activities.
  • Provide detailed financial analysis and reports to senior management, joint-venture partners, lenders, regulatory bodies, and stakeholders.
  • Ensure compliance with financial reporting standards and any contractual agreements.
  • Lead the annual audit and quarterly reviews with the external audit firm.

Financial Planning and Budgeting:

  • Collaborate and assist with the development and management of the venture's overall budget, including specific budgets for landfill operations, AROs, and water rights and permits management.
  • Collaborate with relevant departments to align budgetary goals with the venture short-term and long-term operating proformas.
  • Collaborate with the assessment and adjustment of budgets/rolling forecast to account for changes in operational, projects, landfill, ARO, and water rights-related costs.
  • Produce monthly/quarterly/annual budget versus actual reports with transparency and disclosures on material differences.

Financial Controls and Compliance:

  • Implement and enforce internal controls specific to operational accounting, landfill operations, AROs, and water rights.
  • Ensure adherence to environmental laws, regulatory requirements, and financial reporting standards governing these assets and obligations.

GAAP Reporting, Financial Analysis and Risk Management:

  • Lead technical research and memos as necessary to ensure GAAP reporting compliance.
  • Perform financial analysis to support decision-making related to landfills, AROs, and water rights investments and compliance strategies.
  • Identify and mitigate financial risks associated with these assets and obligations.

Landfill Financial Management:

  • Assists in overseeing the financial aspects of landfill operations, including revenue generation, cost management, and assist with compliance with environmental regulations.
  • Maintain records of landfill-related expenses, revenue, and financial provisions for closure and post-closure care.

Asset Retirement Obligations:

  • Assist in managing and accounting for AROs associated with the closure and post-closure care of landfills, ensuring accurate calculations and financial provision allocations.
  • Coordinate with internal and external environmental consultants and advisors to address ARO-related compliance and reporting.

Assist in Water Rights and Permits Management:

  • Monitor and manage the water rights and water permit assets.
  • Manage and assist the use of water and water rights for the state and local Groundwater Community Districts.

Team Leadership and Development:

  • As the venture grows, building and leading a team of finance and accounting professionals, providing guidance, training, and performance evaluations.
  • Promote a culture of financial accountability and compliance within the organization.
