OVERVIEW:

Reporting directly to the HSE Director and dotted lined to the Plant Director, the HSE Manager is responsible for implementing and monitoring site-specific health, safety and environmental operations and tasks at the assigned job site. The HSE Manager is the primary contact for employees and supervisors concerning safety-related matters and is responsible for the application of RS's Health, Safety, & Environmental (HSE) programs. The HSE Manager will support and advise all departments concerning environmental issues, safety performance, and compliance with applicable regulations, legislation, and customer requirements. In addition, this position is also responsible for maintaining protective equipment, training, and educating employees about workplace safety, implementing workplace processes, and maintaining records and documentation. As a member of the RS team, this position will support an organizational culture that cares for others' well-being through best practices in health and safety, in addition to the company's values of respect, integrity, quality, teamwork and professional growth. This includes but is not limited to risk management activities, industrial hygiene, applicable report writing, industrial HSE compliance auditing, emergency response, HSE training, HSE program development, incident investigation and data trending and analysis. The HSE Manager provides resources and information to RS employees and management as needed. To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

RESPONSIBILITIES:

  • Policy Development: The HSE Manager guides the development and implementation of health, safety, and environmental policies and programs to maintain and improve safety standards within the organization.
  • Injury and Illness Records: They investigate and maintain records for work-related injuries and illnesses, providing statistical analysis and assisting department management in developing effective countermeasures to enhance safety.
  • Workers Compensation: The manager oversees the management of the Workers' Compensation claims and implements strategies to minimize and reduce workers' injuries.
  • Compliance: Ensuring compliance with Occupational Safety and Health Administration (OSHA) regulations and acting as a liaison with local agency representatives is crucial.
  • Emissions and Wastewater Reporting: Tracking, monitoring, and reporting emissions and wastewater to local, city, and federal agencies is a key environmental responsibility.
  • Workplace Safety Inspections: Conducting routine safety inspections and hazard assessments and setting measurable standards for recommendations and continuous improvement are part of the role.
  • Emergency Procedures: Coordinating emergency evacuation procedures, training, and practice drills is important to ensure preparedness.
  • Training: The manager is responsible for conducting or coordinating worker training in areas such as safety laws, hazardous condition monitoring, safety equipment usage, and maintaining a safety training matrix.
  • HSE Compliance Audits: Regular audits are conducted to ensure that the company's safety requirements are met or exceeded.
  • Safety Data Sheets (SDS): Maintaining Safety Data Sheets for the facility is crucial for employees' safety and emergency response.
  • Employee Safety Programs: Reviewing and understanding employee safety programs at the company is necessary for effective implementation.
  • First-Level Investigations: Conducting investigations into worksite accidents, injuries, near misses, and environmental incidents, and preparing accurate reports.
  • Joint Health and Safety Committee (JHSC): They oversee the JHSC, coordinating its activities, recommendations, and issue accountability, and monitoring open issues to ensure timely resolution.
  • Emergency Response: Serving as a core member of the emergency response team at the work site, which is essential in the event of accidents or emergencies.
  • Contractor Safety: Monitoring and reporting on contractor safety and compliance is important when external parties are involved in the workplace.
  • Problem-Solving: The role involves using established techniques to solve problems and make appropriate decisions following guidelines and directions.
  • Communication: Effective communication and interpersonal skills are crucial for interacting with employees at all levels, as well as external agencies and stakeholders.
  • Computer Proficiency: Proficiency in Microsoft Office Suite (Word, Excel, and PowerPoint) is often necessary for data analysis and reporting.
  • Confidentiality: Handling confidential information with professionalism and diplomacy is essential, especially in matters related to employee safety and incident investigations.
  • Adaptability: The role may involve other duties as assigned, indicating the need for adaptability and a willingness to take on various responsibilities in a dynamic industrial setting.

TRAINING / QUALIFICATIONS:

  • Educational Background: A bachelor's degree in environmental safety, Occupational Safety and Health, or a related field is required. This education provides the foundational knowledge necessary for the role.
  • Work Experience: A minimum of 5 years of related experience is preferred, indicating practical knowledge and skills in the field.
  • Knowledge of Laws: A strong understanding of state and federal workplace health and safety laws is essential to ensure the company's compliance with relevant regulations.
  • Relevant Certifications: Consider certifications like CSP, CIH, or CESCO.
  • Hazard Analysis Expertise: Proficiency in hazard assessments, risk analyses, and root cause investigations.
  • Environmental Regulation Knowledge: Familiarity with local, state, and federal environmental regulations.
  • Emergency Response Training: Competency in crisis management, evacuation protocols, and incident command systems.
  • Project Management Skills: Ability to manage safety and environmental projects effectively.
  • Auditing and Inspection Experience: Proven track record in HSE compliance audits and workplace safety inspections.
  • Data Analysis Proficiency: Strong data analysis skills for reporting to regulatory agencies.
  • Industry-Specific Knowledge: Relevant industry-specific regulations and standards awareness.
  • Problem-Solving Abilities: Skill in identifying and resolving safety and environmental issues.
  • Interpersonal Skills: Effective communication and interaction with various stakeholders.
  • Training Expertise: Capability to design and deliver safety training programs.
  • IT Proficiency: Competency in safety-related software and data management tools.

WORKING CONDITIONS:

  • Plant environment, with chemicals and automation, as well as office setting
  • Some travel is required to other company facilities as required
