Job Description:
The Emergency Management Specialist will support the development, implementation, and maintenance of emergency management and continuity programs in compliance with Department of Energy Order 151.1D, Comprehensive Emergency Management System, and DOE Order 150.1B, Continuity Programs, for the Department of Energy Office of Legacy Management (DOE LM). This position is within the Emergency Management Department under the Environment, Emergency Management, Safety & Health, and Quality Assurance Division.
This position will spend 10% - 25% of their time in the field.
Primary responsibilities and essential functions:
- Develop, edit, implement, and maintain emergency and continuity policies, plans, procedures, and other documents.
- Develop, prepare, and engage in formal and informal communications for internal and external stakeholders at all management levels.
- Develop and implement emergency training, drills, exercises, and response programs.
- Support emergency management technology integration and implementation.
- Develop and implement programmatic self-assessments and the identification of improvement items, corrective actions, and lessons learned.
- Serve as a member of the emergency response organization as a qualified Emergency Management Duty Officer and in a position within the Emergency Operations Center.
- Perform all work in a safe and secure manner.
- Perform other assignments within the emergency management organization as requested.
Work experience, skills, and capabilities needed:
- 5 years or more of related Department of Energy experience.
- Experience conducting research, writing technical reports or papers, and presenting outcomes to diverse audiences.
- Experience in developing and implementing emergency management training, drills, exercises, and programmatic self-assessments.
- Demonstrable experience in successful customer service.
- Supervisory or project/program management experience.
- Ability to work collaboratively, effectively, and diplomatically in a diverse team environment and to cultivate and foster strong working relationships with diverse team members, emergency response personnel, internal and external stakeholders, and with the federal customers.
- Ability to work 24-hour on-call duty shifts, including weekends to become qualified to participate as an ERO member
- Ability to obtain and maintain DOE Security Clearance
Technical knowledge, certifications/licenses, and software proficiency required:
- Knowledge of emergency management and continuity of operations (COOP) laws, regulations, principles, and practices as they apply to a DOE emergency management program.
- Demonstrated experience in Microsoft Office Suite and/or similar technology platforms (e.g., Microsoft 365, PowerPoint, Excel, Azure, Microsoft Project, etc.)
- Formal training in emergency management or continuity programs (e.g., Emergency Operations Center operations, National Incident Management System, National Response Framework, National Preparedness Goal, Continuity of Operations, Business Continuity, Incident Command System, Homeland Security Exercise and Evaluation Program, etc.).
Desirable qualifications, experience, or proficiencies of the ideal candidate:
- Certified Emergency Manager through the International Association of Emergency Manager or state-level emergency management organization.
- Experience working in a DOE Order 151.1D compliant emergency management program.
Required Education:
Bachelor’s degree in Emergency Management, Communications, English, Business Administration, Public Administration, or related field. Experience in lieu of education will be considered. Master’s degree preferred.
