RSI EnTech is currently recruiting for a Proposal Manager/Writer for our Corporate office in Oak Ridge, TN. The Proposal Manager/Writer manages, leads, and writes a range of sales documents ranging from large, complex proposals to smaller task order proposals, qualification statements, and other formal sales deliverables, primarily in the federal nuclear and environmental markets. RESPONSIBILITIES:
The ideal candidate is a driven professional who embraces challenges and is eager to jump in and learn new things, excels at writing compelling narrative while being compliant with company and customer requirements, is highly organized and enjoys diving into the details, can distill complex technical concepts into understandable prose, and is motivated to be a part of a rapidly changing environment. Responsibilities include:
- Manages and plans all phases of proposal development process (e.g., opportunity response plans based on RFP requirements, meetings, color team reviews, section development/iteration/finalization, compliance review, production, and delivery)
- Analyzes and synthesizes technically complex data to write proposal and marketing material that communicates the sales message primarily for federal government customers and pursuits
- Creates compliance/assignment matrices, storyboards, annotated outlines, proposal sections, proposal schedules, marketing materials, presentations, qualification statements, fact sheets, and related documents
- Supports development of capture plans, win themes, and competitor analyses
- Regularly interfaces with, interviews, and extracts raw data from operations, field personnel, and/or subject matter experts from diverse technical backgrounds to support development of business development materials
- Prepares data calls for information needed from team members or subcontractors
- Proofs and edits deliverables to ensure they are compliant, grammatically correct, clear, concise, properly formatted, and appropriately targeted to the intended audience
- Works with graphic design staff to create renderings that effectively illustrate sales concepts
- Conducts customer, competitor, and market research, as required, in support of strategy development
- Controls, maintains, and supports proposal collaboration tool (i.e., SharePoint) content and use
- Compiles/maintains source material for reference, adhering to protocol for file and data management
- Develops new or updates existing sales qualification and reference materials for current and future pursuits to improve the quality and efficiency of sales document preparation
- Performs additional duties as assigned
JOB KNOWLEDGE/QUALIFICATIONS:
- Critical thinking skills with ability to read, understand, and communicate technical requirements
- Strong writing and research skills to support federal business development and sales efforts
- Excellent verbal and written communication skills, including proficiency in grammar, punctuation, and spelling
- Proficient at document formatting and layout
- Ability to develop compliant requirements outlines and compelling storyboards for assigned sections
- Ability to support capture planning and work with capture team to develop response strategies
- Skilled in managing multiple assignments with varying degrees of complexity and competing deadlines
- Meticulous attention to detail is required
- Intermediate to advanced knowledge of and experience with Microsoft Word, Microsoft PowerPoint, and Adobe Acrobat
- Work may be required outside normal business hours and sometimes on short notice; must be willing and able to travel
Education – Bachelor’s degree in English, Journalism, Communications, Marketing, Business, or related field
Experience – 10 years of experience developing federal government proposals. Experience with the federal government procurement process and writing and preparing proposals and/or technical documents for federal government pursuits.
