What are the responsibilities and job description for the Subcontract Specialist position at RTI International?
The post-award Subcontract Specialist serves as the primary interface between RTI project teams and all third-party subcontractors. The post-award Subcontract Specialist receives subcontract requests from project teams and works to set up agreements with RTI’s subcontractors. Specifically, the Specialist:
- Collects needed file documentation and verifies completeness and accuracy;
- Documents market research, conducts price or cost analysis, and verifies other needed procurement documentation;
- Communicates directly with subcontractors and negotiates contracts and other agreements;
- Assists project teams with subcontractor management, including processing contractual modifications to adjust subcontractor performance;
- Provides guidance to technical staff about subcontracting requirements and processes; and
- Advocates for inclusion of small and diverse businesses as part of RTI’s Small Business Office.
This position reports to the Manager, SSES Subcontracts (Post-Award).
Responsibilities
- Procure equipment, materials, services and supplies necessary for operation of the organization and in support of proposals and/or prime
- Compile data to determine feasibility of buying
- Compile information from periodicals, catalogues, and other sources to keep informed on price
- Recommend suppliers, analyze trends, follow up on orders placed, verify delivery, approve payment, and maintain necessary
- Ensure compliance with applicable policies and
- Negotiate and execute standard and moderately complex
- Support other project work as requested by the Subcontract and Procurement Management.
- Establish and/or monitor compliance metrics.
- Interpret and apply the relevant Federal Acquisition Regulations (FAR), applicable Code of Federal Regulations (CFRs), Uniform Contract Code (UCC) to relevant procurements.
Qualifications
- Minimum Bachelor’s degree and 3 years of related experience or equivalent experience. Equivalent experience is defined as Master’s degree and 1 year of experience.
- Excellent knowledge of MS Word, Outlook, PowerPoint, Excel;
- Ability to understand prime contract contents to ensure lower tier procurements are in compliance;
- Ability to manage multiple priorities;
- Ability to travel several times throughout the year to domestic and international locations if requested;
- Ability to work well with others;
- Ability to listen and communicate well both verbally and in writing;
- Ability to work independently;
- Attention to detail and accuracy;
- Ability to establish and maintain effective working relationships with co-workers, supervisors, project staff, suppliers and clients;
- Proficient interpersonal, oral and written communication skills;
- Ability to work independently within scope of job description;
- Knowledge of procurement/contracts principles and terminology as well as basics of contracts administration and finance or accounting;
- Ability to perform duties that require close attention to detail, to prioritize workload and follow tasks through to completion;
- Ability to obtain proper security clearances if required as noted by contracts;
- Ability to understand and draft complex procurement agreements;
- Ability to identify risks and ensure RTI interests are appropriately
