Sr. Program Officer/Subject Matter Expert I

We’re seeking an experienced, engaged and detail-oriented Senior Program Officer with excellent analytic, interpersonal and communication skills; critical thinking and problem-solving skills; knowledge of and experience with Information and Communication Technology (ICT) and Cybersecurity issues; an understanding of ‘managing for results’; ability to prepare written analysis and briefing materials and meet timelines with limited supervision; and can work independently and proactively. Experience in international (multi-donor) cooperation, building relationships with the interagency and like-minded partners. Experience with strategic and operational plans, developing and implementing strategic communications. Experience with program design and implementation of foreign assistance and working with USG implementing partners such as the US Agency for International Development (USAID), US Department of State and/or United Nations is required. Prior experience performing in leadership roles managing multimillion-dollar programming, program evaluation, managing and mentoring staff, negotiating with foreign governments, and demonstrated experience in organizational management, systems, and business processes.

The Program Officer will assist in managing DCCP implementing partners’ programs, monitoring, and evaluating program progress, engaging like-minded donors and external stakeholders, conducting data analysis on regional trends/needs, to include data visualization, and identifying and leveraging opportunities where DCCP programming can have an impact. The candidate will develop program analyses and information to guide the management of resources and participate in team projects, such as annual budget, program planning and allocations, and reporting.

Normal work hours will be Monday through Friday. Office hours are 8:15a - 5:00p, with a non-reimbursable 45-minute lunch.

Qualifications

  • Education and/or work experience related to relevant functional area. For higher complexity positions, extensive work experience related to relevant programs or activities may be required.
  • Experience with U.S. government and State Department administrative policies and procedures. Ability to interact with all nationalities in a culturally sensitive manner.
  • Ability to work with database applications. Experience in program administration, operating procedures, oversight, and monitoring.
  • Facility with standard software, including the complete Microsoft Office Suite (Word, Excel, Access, PowerPoint, SharePoint), and an ability to learn and work with other software, as well as database applications.
  • Excellent, timely and precise organizational skills and multitasking abilities. Excellent critical and creative thinking and analytical skills.
  • Excellent written and oral communication skills. Excellent ability to work independently, with minimal supervision, and multi-task in a high volume, fast-paced work environment.
  • Excellent ability to also have a flexible, team-oriented approach to work. Excellent ability to build and maintain strong working relationships with colleagues.
  • Significant familiarity or direct experience in relevant program field. Significant familiarity or direct experience in working on Department of State or similar diplomatic programs.
  • Foreign language skills are preferred but not required.

Duties and Responsibilities

  • Manage the day-to-day program activities of DCCP funded programs implemented by DCCP and those implemented through Bureau and interagency partners.
  • Provide administrative and analytical support to CDP Regional Coordinators and the Grants Officer Representative (GOR) and Contracting Officer Representative (COR) in the implementation of the DCCP funded programs.
  • Coordinate and assist in developing and implementing all related DCCP program processes.
  • Assist CDP Regional Coordinators, Department Bureaus, and Post Officers in developing regional and country ICT and cyber policy operational plans.
  • Attend regional trainings and conferences as appropriate for program oversight. Engage and coordinate with State counterparts (regional and functional bureaus, RTOs, etc.) and interagency partners to design and leverage program activities.
  • Coordinate and leverage CDP/DCCP to advance legislative and Administration initiatives and such as Partnership for Global Infrastructure and Investment (PGII), Countering PRC Influence Fund (CPIF), and recently passed CHIPS Act.
  • Analyze reports from a wide variety of sources, with a particular focus on advisories such as the PRC and Russia, to obtain understanding of current situations and implications for U.S. interests to inform future DCCP programming and monitoring efforts.
  • Support the review and development of a performance management plan and monitoring and evaluation plan. Systematically review the comprehensive DCCP program portfolio reporting to ensure deliverables are on schedule, conduct quality assurance and data analysis. This includes tracking program data and monitoring for results.
  • Draft situational program reports using qualitative and quantitative data and utilize data visualization techniques to communicate impact. Monitors developments and trends of ICT, cyber and critical and emerging technology regional activities to facilitate efforts and achieve U.S. foreign policy objectives.
  • Research and map ICT, critical and emerging technology regional activities. Prepare and present DCCP information in writing and/or orally; clears products with relevant Department leadership, Congress, and other organizations.
  • Travel overseas may be required.
