Description
SAIC is seeking an Acquisition SETA Manager to fill a critical position on the LANDMARK AOS program. The position will be located in Chantilly, VA. All candidates must have an active TS/SCI clearance with Polygraph for consideration.
LANDMARK AOS is a large SETA contract, supporting the customer’s Ground Enterprise Directorate (GED), responsible for the acquisition of systems over the complete program life cycle.
Job Responsibilities:
- Manager day-to-day collaboration with development contractors, other Government program office personnel, and Government Customers on primarily acquisition functions in the GED/AGG group
- Provide oversight, monitoring development and integration activities, ensuring alignment with Government requirements and objectives
- Analyze a wide variety of mission thread projects including, technical baseline, project schedules, dependencies, risks and cost
- Advise Senior and Mid-Level managers on acquisition decisions to include investment strategies, portfolio priorities, and risk assessment of project execution
- Provide technical and cost assessment of developer proposals, technical reports, design artifacts, and program plans
- Derive system level requirements and work with the team to develop the corresponding
- Documentation
- Scope and link requirements for proper system definition
- Write systems engineering documents; follow and update templates for documents
- Maintain timekeeping and personnel records
- Provide Mentorship and corporate guidance to employee(s) within Section
- Work side-by-side with the other LANDMARK AOS staff comprised of world class System Engineers, Acquisition Engineers and Domain Experts to lead the customer in acquiring modern processing applications
- Writing Contracts Requirements Packages to include:
- Acquisition Strategy Council, statements of work, JAA, Market Surveys, CDRLs
- Supporting all aspects of a contract competition to include:
- Developing contract cost estimates
- Evaluating bidder proposals against source selection criteria
- Supporting/ researching responses to bidder questions
- Providing support to the COTR on all documents needed for a contract award
- Support the COTR in monitoring contractor performance from technical, cost, schedule and performance management perspective and proactively address issues
- Support contract actions such as engineering change proposals (ECPs), Acquisition Strategy Council (ASC) documents and other documents as needed to include supporting sole source justification
Qualifications
Required Education and Experience:
- Bachelors and fourteen (14) years or more experience; OR Masters and twelve (12) years or more experience; OR PhD or JD and nine (9) years or more experience.
- Active Top Secret/SCI clearance with Polygraph
- Strong leadership qualities, with the ability to manage and mentor large teams in a fast-paced environment.
- Excellent communication and interpersonal skills, with the ability to build positive relationships with clients and stakeholders.
- Program or Mission Manager experience
- Understanding of the systems engineering process
- Understanding of the software engineering process
- Excellent knowledge of NRO GEOINT and/OR SIGINT collection/ ground processing
- Excellent knowledge of the IC
- Knowledge on automated strategies and sense-making
