Description
SAIC is seeking a Quality Assurance for full time Flex Work, in support of U.S. Army FORSCOM G2 and Army National Guard and Strategic Partner support task orders. Must have an active DOD Secret clearance and ability to obtain TS/SCI, located on the central east coast.
Job Duties:
- Serve as a support services Quality Assurance Manager (QAM) and Performance and Review Office (PRO) Lead supporting two major task orders and 30 projects. Potential growth to support additional task orders and projects in a cost-share model.
- Perform as an independent identity, with unbiased reporting directly to the SAIC corporate Quality Lead and indirectly to the Compliance Senior Program Manager.
- Lead PRO team of 3 staff: Technical Writers, Documentation Manager, Quality Assurance Analyst, and Portal Support Analyst. Delegate, prioritize, and track tasks to completion. The Compliance Manager supervises team.
- Provide secondary support to Compliance Manager for Government Award Fee Determination Plan, Contractor Performance Assessment Report, and Quality Assurance Surveillance Plan management.
- Support new third task order start-up upon award, beginning with heavy involvement in the transition in phase.
- Devise and implement methods and procedures for inspecting, testing and evaluating the precision and accuracy of products.
- Perform statistical analysis to assess control and manage product quality risks.
- Perform quality product audits on all deliverables assigned by the TO PMs (and non-deliverables as needed) and maintain an audit record database.
- Maintain an internal quality audit schedule on the task order portal.
- Perform internal quality process audits of Technical Direction Plans, complete audit interviews and reports, and brief internal and external stakeholders.
- Perform internal quality practice audits across the ARNG task order in accordance with the ITILv4 framework; complete audit interviews and reports; and brief internal and external stakeholders.
- Document and track process, practice, and product audit findings to closure within the quality portal toolset.
- Provide ongoing Performance Work Statement requirements validation.
- Utilize and update the program web portal and iCenter quality application content.
- Maintain a corrective action system designed to identify root causes and solutions to problems, issues, and concerns, and track corrective actions to closure.
- Actively seek areas to implement task order-wide preventative quality controls based on trend analysis and active engagement with leadership.
- Create and utilize process and product audit standardized quality checklists.
- Provide quality input for and support: Monthly Status Reports, Post Award Briefs, Quarterly Project Management Reviews, corporate monthly stoplight reports, corporate In-Process Reviews, Quality Management Plan updates, draft contractor performance assessment Reports, and award fee review presentations.
- Serve as quality liaison across two or more task orders, provide general staff support to include training staff on quality activities, completing open quality actions, and escalation to the Compliance Manager.
- Create and manage lessons learned and process improvement methodology and databases of record.
- Support measurement and metric analysis and reporting.
- Engage in Task Lead and Project Manager process improvement efforts offering valuable solutions.
- Manage two quality management systems and mature current quality processes.
- Ensure quality records accessibility and adherence to task order, project, and SAIC corporate policies.
- Establish and present quality orientation presentations.
Qualifications
Required Education and Experience:
- Bachelors and twelve (12) years or more experience; Masters and ten (10) years or more experience
- Experience leading a team and giving direction to meet strict deadlines (non-supervisory role).
- Experience analyzing and implementing statistical quality and risk prevention controls.
- History of 30 quality process/practice audits performed against quality best practice industry standards.
- History of 350 quality product audits performed on deliverables.
- Active Secret clearance with ability to obtain Top Secret clearance.
Preferred Experience
- Experience utilizing SharePoint/iCenter for records management and portal dashboards for reporting.
- Experience briefing senior internal and external stakeholders.
- Ability to multi-task in a fast-paced collaborative environment and take initiative.
- Ability to learn, communicate, and track task order, customer, and corporate quality standards and requirements across multiple task orders.
- Ability to capture and/or establish quality assurance processes for complex tasks and products.
- Strong attention to detail with exceptional time management skills.
