SAIC is seeking a Business Analyst Senior to fill a role on its Human Capital Management (HCM) Product Line's (PL) Data Warehouse Delivery Team on the VA T4NG Consolidated Corporate Support Services (CCSS) program. This program is serving our Department of Veterans Affairs Corporate Portfolio clients across the entire U.S. CCSS is currently delivering its second of three twelve-month option periods.
Position Summary
VA is in the beginning stages of standing up a data warehouse within the HCM PL. The initial phase of work includes bringing in HR, staffing, and payroll data, and building dashboards and self-service reports. This primary role will be to use knowledge of HR and payroll data to participate in Data Dimensional Modeling (DDM) and work with VA leadership and the technical delivery team to design dashboards and verify underlying data.

Duties:
- Works closely with the technical team and client to provide guidance, business and technical experience, and will incorporate knowledge of client's processes to deliver scalable design specifications that will satisfy a client's business requirements and needs.
- Provides solutions to a variety of technical problems of moderate scope and complexity where analysis of situations or data requires a review of a variety of factors.
- Collaborates with technical team members and client to realize the client's business needs through the use of data integration and process improvement.
- Provides input to project plans to achieve performance-based objectives, enhancing implementation, technical integration and interoperability products and service.
- Provides integral support in mission requirements determination, conceptualization, design, development, testing, verification and validation, documentation, and implementation of technical integration efforts and interoperability products and services.
- Defines and documents technical processes and procedures as needed.
- Contributes to completion of milestones associated with specific programs, projects, and products.
- Works independently; receives minimal guidance.
- Performs HR data review and analysis of data results for making recommendations for updating existing processes or procedures to help create value to the stakeholders.
- Performs technical advice and assistance while disseminating human resource information to the technical team.
- Provides guidance, in a developmental capacity, on use of human resource data for creating views, reports, and dashboards related to the employee lifecycle.
- Collaborates with multiple functional and technical teams within the VA organization.
- Develops documentation surrounding technical processes.
Qualifications
Required experience:
- Extensive experience with HR and payroll data analysis.
- Clearly demonstrated experience as a data analyst working with HR and payroll applications through writing queries and analyzing the results.
- Experience working with a Data Warehouse.
- Excellent writing skills and ability to communicate effectively with leadership and end-users.
- Demonstrated excellent research, analysis and problem-solving skills.
- Ability to prioritize, multi-task and execute tasks in a fast-paced environment.
- Willingness to take on new challenges and build on current skills.
- Knowledge of Software Development Life Cycle (SDLC).
- A highly motivated self-starter with a positive attitude and outstanding interpersonal skills.
- A strong work ethic and technical knowledge, with the ability to self-manage workload and deliverables under tight deadlines.
Preferred Experience:
- Experience with the VA HR source system (HR Smart, a PeopleSoft-based application) or the VA payroll source system (Defense Civilian Pay System (DCPS)).
- Experience with PeopleSoft.
- Experience working with dashboards and reports using Power BI or a similar tool.
- Candidate with functional and technical experience or background.
- Experience with SQL and PL/SQL
- Data modeling tool knowledge or experience.
Education, Experience and Clearance:
- Bachelor's Degree and 5 years or more experience, - OR - 8 years of relevant experience
- Ability to obtain a VA Position of Public Trust - Medium Background Investigation (MBI).
