As a member of the Payroll Operations team, the Lead Payroll Analyst is responsible for the accurate and timely distribution of payments for hourly and salaried payrolls associated with weekly, biweekly, semimonthly, and monthly payroll cycles in a multi-employer/multi-state organization across U.S. and Canada (18,000 employees). This position also is the backup to the Payroll Manager with the ability to approve payrolls and security to make configuration changes in Peoplesoft as needed.
Responds to customer inquiries through the Payroll Helpdesk ticket system that pertain to troubleshooting, payroll operation questions, on-demand payment requests, and personnel action approval forms in compliance with audit requirements.
This role participates in and supports Payroll Operations with process improvement projects. Assists leadership team in identifying and implementing process improvements for the end user and looks to improve processes related to payroll processing to eliminate redundancies and manual input while ensuring audit requirements are maintained.
Assists Payroll Manager in coordinating and facilitating with the IT team to keep PeopleConnect tickets moving towards completion and with the authority to make design suggestions as needed.
Payroll Operations Support
The Lead Payroll Analyst is responsible for ensuring employees are paid in compliance with company policies, U.S., and Canadian government regulations as it relates to taxability, timing of payments, ACH, and Positive Pay banking rules.
Remains current on federal/state/local regulations such as tax rates on supplemental wages, limits on 401k and social security, overtime rules, banking regulations for direct deposit and positive pay banking rules.
* Responsible for processing payroll cycles that are comprised of weekly, biweekly, semi-monthly, and monthly pay frequencies with varying pay periods and check dates across thirty companies. Makes the determination of when garnishments, deductions, 401k loans and union dues are withheld from employees' pay.
* Interprets personnel supporting documentation submitted by the business units and ensures appropriate authorizations are in place that satisfy internal audit procedures relevant to employee personnel changes that impact employees' wages. This requires knowledge of integration between HR input and the impact to payroll from hire to retire.
* Responsible for the reconciliation of data being loaded into the payroll system from third party interfaces such as time files, SPOE, and custom union and special rate calculation jobs.
* Maintains high level of confidentiality due to the visibility of employee personal data, including pay, financial information, social security/insurance numbers and home addresses.
*Responsible for performing reversal adjustments in the payroll system, a highly complex process to correct previous pay (s) processed in error. This process requires strong focus analysis to ensure taxes are appropriately calculated in accordance with federal, state, local and provincial jurisdictions.
* Responsible for processing void and stop payments between the payroll system and Saint-Gobain's financial institution to ensure integration between payroll and treasury.
* Proactively reviews audit reports of Human Resource entries made to employee master data that impacts employees' pay incorrectly.
Customer Support Serves as a liaison between Payroll team, Human Resources, HRIS, Regional Benefit teams, Relocation, and Treasury. Provides customer service across a highly diversified organization with significantly different business policies, pay practices, state regulations, union contracts, and taxing authorities. Responds to customer inquiries through the Payroll Helpdesk ticket system that pertain to troubleshooting, on-demand payment requests, and personnel approval documentation. Key resource to field questions from customers relating to payroll calendar schedules, payroll system navigation, Single Point of Entry (SPOE) tool, government regulations and reports. * This position actively communicates with customers to implement process improvements to streamline payroll processing and resolutions for the customer. * Trains customers on applications and tools such as Single Point of Entry (SPOE) and Helpdesk. * Accountable for maintaining positive collaborative partnership with customers. * Ensure the roles and responsibilities outlined in the Statement of Work are maintained. * Escalate, to the Payroll Manager, any discrepancies that impact the accuracy and timeliness of paying employees. Payroll Manager provides direction to Sr. Payroll Specialist to make corrective actions to resolve discrepancies that may involve collaborating directly with the customer. * Performs research and analysis to resolve customer inquiries. * Communicates verbally and in writing to customer inquiries. |
Process Improvements and Special Projects Assists leadership team in the development of continuous improvement initiatives that result in standardization, streamlining, and automation. * Works closely with leadership team to ensure controls are in place as a result of changes implemented to achieve best practices. * Makes recommendations to leadership team that improve quality, reduce cost, increase productivity, and improve cycle time that results in significant business improvement and customer satisfaction. * Identifies and makes recommendations for process improvements to minimize or eliminate potential risks in the following areas: (i) payroll errors; (ii) unauthorized transactions; (iii) fraud; and (iv) data confidentiality. Assists Payroll Manager in coordinating team projects with the Payroll Specialists to the achieve goals with meaningful results. Project goals include data collection for reporting or identifying best business practices for standardized operation procedures. This position will support and troubleshoot key implementation issues and drive successful resolution by coordinating between IT and the payroll stakeholders. |

Respond to payroll tickets with the Payroll Ticketing System to track payroll end-user issues and inquiries related to items within assigned modules or systems. |
Lead testing and User-Acceptance Testing (UAT) for patches, enhancements, upgrades, and implementations of assigned modules or systems. |
Diagnose difficult issues or problems and recognize when to escalate to support Lead Payroll Specialist. |
Provide immediate notification to Payroll management upon recognizing any potential problems or irregularities to people setup within assigned systems or modules, or with system rules that could impact payroll calculation or output. |
