GENERAL
The Safety Officer helps develop and execute the safety and occupational health component of an Environmental, Safety, and Health (ES&H) program. This involves administrative and field tasks per established industry practices, procedures, and regulatory and SAMES requirements. The position requires practical application of occupational safety and related disciplines for managing safety and health aspects of a project or facility. The position reports to the Project Manager and is mentored by the ES&H Manager or Designee. Provides technical assistance to other Safety Services Officers, construction supervision, subcontractor personnel, field engineers, and client personnel.
EXAMPLES OF ESSENTIAL DUTIES
Executes assignments involving significant safety and health issues and risks, using judgment and experience in the application of scientific techniques and plans to reduce the potential for adverse impacts.
Integrates safety and health requirements into proposals, planning documents, design, construction, commissioning and startup, operations, schedules, procurement, and subcontract documents.
Provides input on bid decisions, proposal development, and estimates (scope, constraints, schedules, budgets) with respect to integration and compliance with safety and health requirements.
Interprets requirements and provides technical assistance within ES&H teams and to other project groups regarding risk and hazard assessment, plan preparation, and ES&H program execution.
Research issues and regulatory requirements, performs studies and risk assessments, and prepares documentation and reports.
Performs safety studies, risk assessments, and other safety and health reviews.
Drafts and helps implement the project Safety and Health Management Plan, associated plans and procedures, and training program.
Helps establish emergency preparedness and performs incident investigations.
Helps identify stakeholders and resolve their concerns.
Provides input to other project groups, so that safety and health requirements are integrated within project planning, design, construction plans, procurement, and subcontracts.
Participates in meetings, as required, with customers, project team members, and contractors/subcontractors to advise them of environmental, safety and health requirements.
Conducts inspections and monitoring to help evaluate ES&H performance, identify corrective actions, and confirm compliance with contract, regulatory, project, and Bechtel requirements.
Develops safety and health communication through publications, flyers, posters, signs, banners, and other communication media.
Analyzes data, tracks ES&H performance and trends, and prepares technical reports.
Supports other ES&H team members and tasks associated with all three ES&H disciplines.
QUALIFICAITIONS & SKILLS
Basic Qualifications:
Bachelor of Science Degree in safety, construction, industrial hygiene, life sciences, physical sciences, engineering or other related field from an accredited college or university and at least 3 years of relevant experience; or, in lieu of degree, 9 years of progressive professional experience.
Skilled in oral and written communication and knowledge of computer applications.
Experience in safety compliance inspection/assessment during construction.
Preferred Qualifications:
40 hour USACE EM385 training
30 hour OSHA certification
Five years of consecutive experience in construction safety.
Third-party certification in confined space safety; work at heights/fall protection, hazardous materials/IH or other related ES&H specialty.
First aid/AED training and certification.
JOB KNOWLEDGE
Specialized knowledge in a safety specialty (e.g., Personal Protective Equipment, lockout/tagout, fall protection, excavation, People-Based Safety) or engineering (e.g., civil, process safety, mechanical) or related disciplines.
Knowledge of safety management, monitoring programs, principles, and methodologies.
Knowledge of safety and health laws and regulations and applicable agencies’ permitting processes and responsibilities. Knowledge of engineering, construction, and subcontract work processes.
Knowledge of OSHA regulations and requirements.
Knowledge and experience working under USACE EM385.1.1.
PHYSICAL REQUIREMENTS
Must have the use of sensory skills to effectively communicate and interact with other employees and customers by telephone and personal contact as normally defined by the ability to see, read, talk, hear, handle, or feel objects and controls.
Physical capability to effectively use and operate various items of office-related equipment, such as, but not limited to a personal computer, calculator, copier, and fax machine. Significant standing, walking, moving, climbing, carrying, bending, kneeling, reaching, crawling, handling, sitting, pushing, and pulling.
The employee must occasionally lift and/ or move up to 50 pounds.
SPECIAL REQUIREMENTS
Possession of a valid, appropriate State CDL (Class C) driver’s license is preferable as an acceptable driving record.
