San Bernardino County is recruiting for an Employee Relations Specialist*. The incumbent will be responsible for supporting Human Resources Business Partners in employee relations matters and routine investigations. Duties will include supporting in identifying investigation scope, sources, and investigative actions, planning, scheduling, and supporting in conducting effective interviews of complainants, respondents, and witnesses, and researching changes in laws and regulations analyzing their impact on the organization and communicating findings to the HRBP.

CONDITIONS OF EMPLOYMENT
Pre-Employment Process: Prior to appointment, applicants must pass a background investigation and verification of employment history and education.
Travel: Travel throughout the county is required to perform duties in the community. Incumbents will be required to make provision for transportation and may be required to use personal vehicles (mileage reimbursement at current IRS rate is available). At the time of hire, a valid California Class C driver license and proof of automobile liability insurance must be produced and maintained for the individual providing the transportation.
Shifts: Incumbents may be required to work some evenings, weekends, and on-call.
**Salary increases contingent upon Property Related Revenue and/or statewide Proposition 172 Sales Tax Collections performance.
Minimum Requirements
Education: Bachelor's degree in Business or Public Administration, Behavioral, Social, or Health Science, Human Resources Management, Organizational Psychology, Communications, Marketing or a closely related field.
AND
Experience: Six (6) months of human resources experience, which may include, experience in employee relations and legal compliance, responsibility for personnel processes such as recruiting, hiring or onboarding, explaining rules and regulations or policies and procedures, public contact experience, and using computer based systems (i.e., databases, word processing, spreadsheets, or Internet) to assist employees and the public with personnel, employment, and benefits related processes and questions.
Desired Qualifications
The ideal candidate will have a good understanding of labor and employment law and employee relations, exceptional interpersonal skills, natural problem-solving ability to improve situations for employees, conflict resolution skills, and experience training, coaching and counseling employees.
